Occupation of the high school site must be approved by Xinyang prefectural party Committee. 1975 at the beginning of February, the prefectural party Committee held a meeting of the standing Committee to formally listen to the report of the regional bureau of culture and education on the establishment of a normal college and the opinions of the ministries and agencies. 1in March, 975, the leaders of the Bureau of Culture, Education and Sports reported the opinions of ministries and agencies to the meeting of the Standing Committee of the prefectural party committee for the second time.
