How to punish free-range farmers in prohibited areas?

Legal analysis: Livestock and poultry farms and breeding communities should collect, store, clean up, transport and harmlessly treat sewage, livestock and poultry manure and carcasses in a timely manner to prevent the emission of odorous gases. If measures are not taken to prevent the emission of odorous gases, the ecological environment and other competent departments of the people's governments at or above the county level shall order corrections according to their duties and impose a fine of not less than 10,000 yuan but not more than 100,000 yuan; if they refuse to make corrections, they shall be ordered to suspend work or business for rectification.

Legal basis: Article 40 of the "Animal Husbandry Law of the People's Republic of China" prohibits the construction of livestock and poultry farms and breeding communities in the following areas:

(1) Living Drinking water source protection areas, scenic spots, and core areas and buffer zones of nature reserves;

(2) Urban residential areas, cultural, educational and scientific research areas and other population-concentrated areas;

Article 117 Anyone who violates the provisions of this Law and fails to take measures to prevent the emission of odorous gases shall be ordered to make corrections by the ecological environment and other competent departments of the people's government at or above the county level in accordance with their duties and shall be fined not less than 10,000 yuan and 10 A fine of not more than RMB 10,000 shall be imposed; those who refuse to make corrections shall be ordered to suspend work for rectification or suspend business for rectification.
