Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the Administrative Punishment Law of the People's Republic of China and other relevant laws and regulations, taking into account the actual situation of our city, in order to strengthen urban management and ensure the comprehensive law enforcement departments of urban management to exercise their functions and powers according to law. Article 2 The term "comprehensive law enforcement of urban management" as mentioned in these Provisions refers to the relatively centralized exercise of administrative punishment power in urban management such as city appearance and environmental sanitation, municipal facilities, landscaping and some urban planning, public security and traffic occupation, industry and commerce, civil affairs, environmental protection, construction and real estate management. Article 3 These Provisions shall apply to the urban management within the scope of ring highway. Article 4 The Municipal People's Government shall set up the Urban Management Comprehensive Law Enforcement Corps, which is a comprehensive administrative law enforcement department and is specifically responsible for organizing the implementation of these Provisions. Its duties are:

(a) centralized exercise of administrative punishment rights stipulated by laws, regulations and rules on city appearance and environmental sanitation, municipal facilities, landscaping and some urban planning, public security traffic occupation, industry and commerce, civil affairs, environmental protection, construction, real estate management, etc.;

(two) to implement the laws and regulations on urban management, and to draft laws, regulations and policies on comprehensive law enforcement of urban management;

(three) comprehensive investigation, coordination and management of the city's urban management comprehensive law enforcement work;

(four) to supervise and inspect the law enforcement activities of the city's urban management comprehensive law enforcement brigade.

The urban management comprehensive law enforcement brigade established in the urban area is responsible for the comprehensive law enforcement of urban management within its jurisdiction, and is under the dual leadership of the urban management comprehensive law enforcement corps and the people's government of the jurisdiction. Article 5 The Urban Management Comprehensive Law Enforcement Corps implements unified command, regional management, and is responsible step by step. Illegal acts that violate these regulations and can be judged on the spot and do not require technical appraisal shall be punished in accordance with relevant regulations. Chapter II Management of City Appearance and Environmental Sanitation Article 6 Buildings along the street shall not change doors and windows, add or rebuild balconies without authorization. Article 7 The balconies, windows, roofs, platforms and external corridors of buildings on both sides of streets and roads shall not be stacked or hung with articles that hinder the appearance of the city. Offenders, given a warning, shall be ordered to make corrections, and depending on the circumstances impose a fine of 200 yuan. Article 8. If the road construction project along the street is seriously damaged or defaced, the property right unit shall give a warning and make corrections within a time limit. If no correction is made within the time limit, a fine of 1000 yuan or more and 1000 yuan or less shall be imposed depending on the circumstances. Article 9 If the decoration appearance of street-facing buildings does not meet the requirements of city appearance and landscape, it shall be given a warning, ordered to make corrections, and fined 1000 yuan or more 10000 yuan or less depending on the circumstances. Article 10 Fixed publicity facilities such as street windows, commercial plaques, advertising columns, newspaper reading columns, spotlights, light boxes, signboards, decorative signs, etc. shall be beautiful in appearance, in harmony with street scenes, and kept clean and tidy. If the damage is incomplete, the color is bare and unclean, which affects the city appearance or endangers public safety, the property right unit or property right owner shall be ordered to transform, reinforce or dismantle it within a time limit. If it is not modified or updated within the time limit, a fine of more than RMB 1 1,000 will be imposed depending on the circumstances. Eleventh it is forbidden to post, scribble, depict and hang all kinds of printed advertisements or signs on urban buildings, trees and public facilities. Offenders, shall be ordered to make corrections, and impose a fine in 200 yuan depending on the circumstances. Twelfth it is forbidden to dry clothes on urban roads or public places with the help of guardrails, telephone poles, trees, etc. , are not allowed to open-air operations, stacking, hanging items, are not allowed to set up information boards, plaques or light box advertisements. Offenders, shall be ordered to make corrections, and impose a fine in 200 yuan depending on the circumstances. Thirteenth it is forbidden to build houses, sheds, fences, equipment plaques, acquisition points, etc. On both sides of the city railway. Offenders shall be ordered to dismantle within a time limit; If it is not removed within the time limit, it will be forcibly removed, and a fine of over 1000 yuan will be imposed depending on the circumstances. Article 14 For public facilities such as damaged, defiled, obsolete and unclean traffic signs, guardrails, bus stops, waiting corridors, newspaper galleries, galleries, trash cans and garbage bins, the ownership unit shall be ordered to repair and update within a time limit, and if it fails to do so within the time limit, depending on the circumstances, the ownership unit shall be fined between 65,438 yuan and 000 yuan in 200 yuan. Fifteenth unauthorized installation of temporary signs or advertisements, shall be ordered to make corrections, and impose a fine of more than 500 yuan 100 yuan. Sixteenth illegal printed advertisements distributed along the street or in residential buildings shall be confiscated; Those who spray and post various small advertisements and posters in building objects or residential buildings shall be ordered to remove them, and the issuing unit shall be fined in 200 yuan, and the responsible person shall be fined in 50 yuan. Seventeenth units and individuals must strictly abide by the provisions of the "three bags in front of the door", take care of trees, flowers and green facilities, and keep the environment clean and orderly. Individuals and units that violate the "three guarantees in front of the door" shall be fined from 50 yuan to 200 yuan and 200 yuan to 1000 yuan respectively. Eighteenth units and individuals must abide by the relevant provisions of urban environmental sanitation management. Offenders, in addition to being ordered to correct or clear, will also be punished accordingly.

(a) spitting, urinating and littering cigarette butts, peels, scraps of paper and other dirt, punishable by a fine in 5 yuan.

(two) littering, splashing sewage, sewage discharge, impose a fine of more than 50 yuan 10 yuan on individuals; The unit shall be fined from 50 yuan to 200 yuan.

(three) from the upstairs, throwing waste on the electric car, punishable by a fine of 65438 yuan more than 200 yuan.

(four) in the city without raising poultry and livestock, impose a fine of more than 50 yuan and less than 200 yuan.

(five) on both sides of the street or in the streets, which is harmful to environmental sanitation, a fine of 5 yuan shall be imposed per square meter per day according to the polluted area.

(6) If washing vehicles in the street causes environmental pollution, a fine of 10 yuan will be imposed for every square meter of pollution.

(seven) the animal-drawn vehicles entering the urban area are not equipped with dung bags, and each head is fined 10 yuan.

(eight) in the street construction or planting trees, pruning branches, planting flowers, cleaning sewage sludge and other environmental pollution, a fine of 5 yuan per square meter every day.

(nine) due to the construction of the normal removal of garbage and feces, punishable by a fine of 65438 yuan in 500 yuan; After the completion of the project, if the residual soil is not cleaned up, it will be fined per square meter per day according to the polluted area 10 yuan.

(ten) the market, stalls and other business premises are not clean, and the management department shall order it to clean up within a time limit and impose a fine of more than 200 yuan and less than 500 yuan.

(eleven) public toilets, septic tank overflow, sewage outflow and other street pollution, the responsible unit shall be fined more than 5000 yuan in 200 yuan.

(twelve) unauthorized migration, occupation, damage to public toilets, garbage stations (boxes) and other environmental sanitation facilities, in addition to ordering restitution, the individual or unit shall be fined more than 2000 yuan in 200 yuan.

(thirteen) no scaffolding or stacking items within 2 meters around the public toilet. Offenders shall be warned and cleared within a time limit. If it is not removed within the time limit, it will be forcibly removed and a fine of 5 yuan per square meter will be imposed; It is forbidden to dump garbage, sewage and waste into public toilets. In addition to being ordered to clear, offenders will be fined 50 yuan for individuals and 500 yuan for units.
