In recent years, the Wuhan Municipal Justice Bureau of Hubei Province has regarded the rule of law education for teenagers as a top priority in deepening the "Six Advances in the Law". 1. Pay attention to the combination of points and aspects to create a new carrier of legal education for young people. In recent years, in the process of carrying out law popularization and education for young people in Wuhan City, a number of working brands have emerged, such as the "Mobile Flower" legal education garden, six major platforms for preventing juvenile crimes, and model schools for rule of law culture. The Municipal Legal Popularization Office focuses on giving full play to the demonstration and leading role of advanced models, and organizes the Youth Legal Popularization Sunshine Action throughout the city by holding on-site meetings, experience exchange meetings, work promotion meetings and other methods. The city has established 37 "Sunshine Action" demonstration schools to achieve the "four things": there is a "Sunshine Feast", and monthly legal education propaganda in the form of speeches under the national flag, cartoon explanations, legal popularization sitcoms, legal knowledge competitions, etc. Activities; there is the "Sunshine Clinic", which mobilizes the power of society, schools and families to provide one-on-one pairing assistance to problem teenagers; there is the "Sunshine Position", which builds rule of law corridors, rule of law corridors, blackboards, bulletin boards, electronic screens, etc. A comprehensive carrier for the promotion of the rule of law; there is "Sunshine Connection", which establishes a communication platform with the participation of teachers, parents, psychologists and legal service volunteers. 2. Pay attention to internal and external connections and open up new channels for legal education for young people. First, unite party and government departments to carry out a variety of legal popularization activities. Party and government agencies at all levels strictly implement the responsibility of "whoever enforces the law shall popularize the law" and carry out legal education activities every month. Relying on the "4:30 Schools" and youth spaces established by the Communist Youth League Committee in the city's communities, the "Community Juvenile Law School" was listed and built, and a law book corner was established to organize students after school every day and during the "custody vacuum periods" such as winter and summer vacations. , the public security, education, health and Family Planning Commission and other relevant functional departments plan to carry out legal education on health, safety, protection, rights protection and other legal education for young people in the community, forming a "seamless connection" between school, community and family education. The second is to cooperate with the political and legal departments to provide assistance and education to problem youths. Functional departments such as the public security bureau, procuratorate, law, and bureaus use their resource advantages to carry out dynamic management such as legal aid, care and assistance, psychological counseling, follow-up assistance, supervision and inspection for problem youths. QQ groups involving teachers, parents, political and legal police officers, psychologists and legal service volunteers have been established in all districts across the city to strengthen interactive communication and improve the effectiveness of assistance and education. In the past two years, the city's juvenile crime rate has shown a downward trend, and the number of arrest cases and the number of juvenile arrest cases and the number of prosecution cases have declined year by year. The third is to use social forces to strengthen cooperation. Explore the establishment of a rule of law culture construction model that combines government procurement, market operations, business operations, and benefit the people. We use social forces to install more than 8,000 rule of law propaganda frames in all primary and secondary schools in the city, integrating rule of law stories, rule of law celebrities, case studies, and other content. Utilizing the rich university resources in Wuhan, we recruit and organize college student volunteers to go to campus and carry out activities such as legal propaganda, legal consultation, and stage sitcoms in a way that is more relevant to minors, which is welcomed by teachers and students.

3. Pay attention to universal rule of law and build a new system of legal education for young people. The first is to establish a campus legal office. The Municipal Legal Education Office, in conjunction with the Municipal Education Bureau, strictly follows the "four implementations" (organizational implementation, institutional implementation, system implementation, and responsibility implementation), "three haves" (there are plaques, there are legal work offices, and there are office facilities), and "two things" According to the standards of "Wall" (work responsibilities are listed on the wall, staff are listed on the wall) and "One Account" (comprehensive ledger of the legal office), campus legal offices have been established in more than 850 primary and secondary schools in the city.

The campus legal office is headed by the main leader of the school and the director of justice is the deputy director. Its members include the vice principal for law and order, community lawyers, community mediators, political education directors (moral education directors), school league leaders, psychological counselors, etc., and take regular or irregular measures. On a regular basis, we provide legal publicity, legal consultation, dispute resolution, legal services, etc. to teachers, students and parents, helping to solve a series of legal problems. The Municipal Education Bureau and the Municipal Justice Bureau jointly issued the "Working Rules for the Wuhan Education System Legal Advisory Group". All 13 districts in the city have established educational legal advisory groups as required, and 41 lawyers have been hired. Since the establishment of the Education Legal Advisory Group, it has reviewed 159 contracts, handled and coordinated 307 disputes of various types, and completed 49 litigation cases. The third is to strengthen the construction of legal culture on campus. By organizing rule of law cultural calligraphy and painting exhibitions, rule of law cultural performances, rule of law essay collection activities, shooting and touring rule of law micro-films, we will give young people a vivid experience of the rule of law. Explore the application of "cloud technology" in the process of rule of law education, allowing teachers and students in multiple schools to simultaneously attend lectures and interactive teaching through large screens, maximizing the effect of campus legal culture education.
