Didn't China just promulgate the Military Honor Law?

Function:

First, the military profession is less attractive. In recent years, "being cold as a soldier", "being difficult to recruit" and "being cold as a petty officer" have become increasingly fermented, and it is difficult for officers and men in front-line troops to find a partner to marry. Joining the army is no longer as popular as it was in the revolutionary era and the early days of the founding of New China.

Second, the value identity of military personnel has faded. Because China has been in a peaceful environment for a long time, the value of soldiers is not highly recognized as in wartime. Many people don't know enough about the military profession and don't understand the usual dedication and dedication of military personnel. Only when they need it, do they think of the value of the army and soldiers. Especially in recent years, the army has played the role of combat team, commando team and task force in major tasks such as emergency rescue and disaster relief, maintaining stability and supporting aid construction. Only in times of crisis and do or die can the people feel the tenacious style of the army, the spirit of sacrifice and the spirit of serving the people, and truly feel that the PLA is close to them, but this is only a temporary recognition. Some people even have a feeling that "being a soldier in peacetime is a waste of taxpayers' money."

Third, preferential treatment measures for military personnel have been greatly reduced. In reality, there are few military windows and priority places, few free visits to scenic spots and public transportation, and military priority is often just a slogan. It is inconvenient for military families to go to local offices, and the employment of dependents and preferential treatment for military martyrs have not been solved for a long time, which makes soldiers feel that they have become "vulnerable groups".

At present, there are many reasons for the lack of sense of honor and the decrease of attractiveness of military career.

1, national defense education is not in place. At present, it is mainly reflected in: soft and unbalanced indicators, difficult to implement, insufficient rigid requirements for national defense education time, funds and materials, and large regional differences.

2. Some local leaders did not put the work of supporting the army and giving priority to their families in its proper position. In some areas and departments, resettlement policies are not implemented resolutely, and special care services are not in place. Military families and retired soldiers have to defend their rights through various forms or even give up. In addition, there is another reason that cannot be ignored. Some unit soldiers give more orders to grassroots officers and soldiers, and pay less attention to human nature.

3. Relevant policies and regulations have not kept up in time. On the whole, our army's honor programs are reasonable and perfect, but at the same time, there are some problems, such as it is still difficult to connect the military commendation and award programs with local governments, and it is still illegal for the army to participate in local and foreign commendation and awards. Although China's "National Medal and National Honorary Title Law" has been promulgated, most of the existing laws and regulations concerning military honor are scattered in the national defense law, military service law, active officers law, military insurance law, retired soldiers resettlement regulations, disciplinary regulations and other laws and regulations, and are not centralized, unclear in responsibilities and unsystematic in requirements.

4. Some laws and regulations have insufficient rigid requirements and vague expressions. For example, the standard conditions of "significant contribution", "significant contribution" and "significant contribution" are vague and difficult to measure scientifically and accurately. As far as changing jobs is concerned, the actual situation at present is that most regimental cadres have been reduced to one or two positions, and their positions are marginalized, and some have not been assigned to leadership positions or institutions, which has greatly damaged the sense of honor of the military profession.
