Provisions of Guangzhou Municipality on the Administration of Geographical Names

Article 1 In order to strengthen the management of geographical names, meet the needs of urban and rural construction, economic and social development, people's life and communication at home and abroad, and protect and inherit the culture of geographical names, these Provisions are formulated in accordance with the Regulations on the Administration of Geographical Names and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to the compilation and implementation of toponymic planning within the administrative area of this Municipality, the naming, renaming and cancellation of toponyms, the use of standard toponyms, the setting and management of toponymic signs, the protection of toponymic culture and toponymic publicity services. Article 3 The administration of place names in this Municipality shall be subject to unified leadership, graded responsibility and classified management.

The municipal and district people's governments shall strengthen the organization and leadership of the management of place names, and the required funds shall be included in the fiscal budget at the same level. Article 4 The municipal civil affairs department shall be responsible for the administration of place names within the administrative area of this Municipality, and organize the implementation of these Provisions. The district civil affairs department is responsible for the management of place names within its administrative area.

Development and reform, education, planning and natural resources, housing and urban and rural construction, transportation, public security, ports, water supply, forestry and gardens, culture, radio and television tourism, sports, agriculture and rural areas, health, market supervision, comprehensive law enforcement of urban management, finance and other departments shall, according to their respective functions and duties, do a good job in the management of place names.

The town people's government and the subdistrict offices shall cooperate with the place name management in this area. Article 5 The municipal and district civil affairs departments shall, jointly with the departments of planning, natural resources, urban and rural housing construction, transportation and other departments, work out the place name planning within the administrative area at the corresponding level, and report it to the people's government at the corresponding level for approval before implementation. The planning of geographical names should include the naming scheme, common names, rules for their use and proper names guide of all kinds of geographical names.

The relevant administrative departments in the preparation of the special planning of the industry, should be linked with the place names determined by the place name planning. Article 6 The naming of place names shall meet the following requirements:

(a) the meaning is clear and easy to understand, healthy and upward, and words that violate public order and good customs, are vulgar in content or have feudal superstition are not allowed to be used;

(two) to respect the wishes of the local people, to facilitate people's production and life, and to reflect local history, geography, culture and local characteristics;

(3) Place names are composed of proper names and generic names, and the use of generic names should truly reflect the attributes and categories of their entities. The use of generic names in buildings and residential areas should have an area, total construction area, height and green rate that is compatible with generic names. Proper names of similar place names shall not be duplicated;

(4) Derived place names are unified with main place names, and the names of stations, ports, docks, airports and reservoirs named after place names are consistent with the names of their places;

(five) place names are generally not named after people, and it is forbidden to use the names of state leaders, foreigners' names, foreign place names or their abbreviations or specific titles;

(6) No enterprise name, trademark or product name shall be used to name public facilities, except as otherwise provided by laws and regulations;

(seven) the use of standardized Chinese characters, avoid using uncommon words or words that are easy to cause ambiguity, avoid homophones, and avoid using foreign languages and letters;

(eight) the relevant provisions of other laws and regulations. Article 7 Under any of the following circumstances, the relevant subject may apply for renaming the place name:

The name of the administrative division needs to be changed due to the adjustment of the administrative division;

(two) due to changes in the attributes, scope and external environment of geographical entities, it is necessary to change its name;

(three) the name of the building or residential area needs to be changed due to the application of the owner;

Other circumstances stipulated by laws and regulations. Article 8 No unit or individual may name or rename a place name without authorization, and may not publicly use a named or renamed place name without approval. The names applied for and approved for naming shall be consistent with the names already determined in the place name planning, except as otherwise provided by laws and regulations.

The naming and renaming of place names shall be handled in accordance with the following provisions:

(a) the name of the new road, bridge and tunnel shall be applied by the construction unit to the civil affairs department of the district where it is located, and shall be reported to the Municipal People's Government for approval after being audited by the municipal civil affairs department;

(2) If the names of planned roads, bridges and tunnels need to be named in advance due to the land and space planning and management, the district planning and natural resources department shall apply to the local district civil affairs department and report to the Municipal People's Government for approval after being audited by the municipal civil affairs department;

(three) roads, bridges and tunnels that have not yet been named or need to be named may be applied to the local district civil affairs department by the management unit; Unable to determine the management unit, by the local town people's government or street offices to the local civil affairs department to apply, after the audit of the municipal civil affairs department, reported to the Municipal People's government for approval;

(four) the names of trans-regional roads, bridges and tunnels shall be applied to the Municipal Civil Affairs Department by the relevant units specified in Items 1 to 3 of this paragraph, and shall be reported to the Municipal People's Government for approval after being audited by the Municipal Civil Affairs Department;

(five) the name of the subway station, by the subway business unit to apply to the municipal civil affairs department, the municipal civil affairs department after the audit, reported to the Municipal People's government for approval;

(six) the name of the building and residential area shall be applied by the construction unit or the owner to the district civil affairs department, and the municipal and district civil affairs departments shall approve it according to the division of responsibilities determined by the Municipal People's government;

(seven) the names of public places and professional facilities, in accordance with the management authority, by the construction unit or management unit to apply to the professional authorities, with the consent of the civil affairs departments at the same level, according to the provisions of the professional authorities for approval;

(eight) the naming and renaming of other place names shall be handled in accordance with the relevant provisions of the state and this province.

Civil affairs departments and professional departments in charge of naming and renaming geographical names shall set up expert committees, establish and improve working mechanisms such as public participation, expert consultation and demonstration hearings, and listen to the opinions of the public and experts.

The name of road sales shall be handled with reference to the provisions of the second paragraph of this article.
