Article 1: In order to strengthen the management of Potala Palace Square and maintain the order, environment and image of Potala Palace Square, these regulations are formulated in accordance with national laws, regulations and relevant provisions of the autonomous region and in light of the actual situation of this city. way. Article 2 All agencies, enterprises and institutions within the Potala Palace Square (hereinafter referred to as the Square), as well as units and individuals entering the Square to engage in various activities, shall abide by these Measures. Article 3 The square mentioned in these Measures refers to the area west of Kangang East Road in Lhasa City, north of the north wall of the People's Government of the Autonomous Region, south of the south wall of the Potala Palace, and east of the White Pagoda. The specific boundary shall be subject to the planning determined line. Article 4 The Lhasa Municipal People’s Government establishes the Potala Palace Square Management Office (hereinafter referred to as the Management Office).

The management office is responsible for the daily management and service work in the square, doing a good job in the management, maintenance and cleaning of environmental sanitation, radio and audio, water and electricity supply, garden and green space in the square, and assisting and coordinating relevant departments to do a good job Related work.

The management office should clarify the regional divisions of green space, water surface, open space, and roads in the square, and ensure regional functions.

The management office is responsible for ensuring the night scene lighting of the square and urging units around the square to implement the "three guarantees in front of the door."

The management office should coordinate with relevant departments to formulate emergency plans for emergencies in the square, establish an emergency command system and disposal mechanism for emergencies, and organize emergency drills. Article 5 The relevant administrative departments of this city shall fulfill their respective responsibilities and do the following work well:

(1) The public security and traffic management department is responsible for maintaining traffic order on the square roads and ensuring smooth roads; temporary traffic can be implemented when necessary Control;

(2) The Square Police Station should do a good job in daily public security and order management in the square, and do a good job in guiding people when there is a crowd; the Square Convenience Police Station should cooperate with the Square Police Station in doing a good job in the management of public security and order in the square;

(3) The comprehensive law enforcement department of urban management should actively cooperate with the work of the management office, correct and punish illegal activities in the square in accordance with their duties and relevant regulations, and maintain order in the square;

(4) The municipal maintenance department is responsible for the maintenance of lighting facilities in the square;

(5) The landscaping department is responsible for the renewal of green space in the square and other technical guidance;

(6) Environmental sanitation The department is responsible for garbage removal in the square;

(7) The Chengguan District People's Government, prices, industry and commerce, environmental protection, cultural relics, civil affairs and other departments should cooperate in the management of the square. Article 6 If it is really necessary to hold a large-scale event in the square, the organizer shall submit an application to the management office, which shall seek the opinions of the municipal stability maintenance front-line headquarters and then submit it to the municipal people's government for approval.

General activities such as social and commercial activities are not allowed to be held in the square; if it is indeed necessary to hold them, they will be reviewed by the Management Office and submitted to the Municipal People's Government for approval after seeking the opinions of the Municipal Stability Maintenance Frontline Headquarters.

For activities that can be held in the square upon approval, the management office should send a copy of the relevant information to the public security department. Article 7 The event organizer shall submit a written application to the management office 30 days in advance. The written application shall specify:

(1) Purpose of the event, time, area, scale, and theme of the event;

(2) The name, address, contact number, contact person or legal person qualification certificate of the organizer, co-organizer, organizer and other relevant content;

(3) Floor plan of the event venue , layout plan and distribution map of personnel and vehicles;

(4) Contents of slogans, promotional materials, slogans, etc.;

(5) Event security plan. Article 8: The management office shall make a written reply as required within 7 working days after receiving the written application. Article 9 If the time, location, and content of an approved event are changed or stopped, the organizer shall submit a change application or deregistration to the management office 5 days before the originally scheduled event date.

Approved activities must be carried out in strict accordance with the approved projects, methods, start and end times and other matters. Article 10: The public security department is responsible for the security of large-scale events. The sponsoring unit and management office shall actively cooperate with the public security department in safety and security work. Article 11 Except for emergency vehicles, engineering vehicles, and official vehicles of the management office, other vehicles are not allowed to enter the square. Article 12 The square shall be under closed management, and persons entering the square shall undergo safety inspections by on-site security personnel.

Article 13 Persons entering the square shall consciously maintain order in the square and shall not carry the following items:

(1) Explosive, poisonous, radioactive and other dangerous items;

(2) Firearms , ammunition, daggers and other controlled instruments;

(3) Drugs, obscenity and other prohibited items;

(4) Other items that affect public order and public security . Article 14 The following behaviors are prohibited in the square:

(1) Entering the Peaceful Liberation Monument and the national flag cordon without permission;

(2) Burning combustibles and stacking stones , defecating, littering, trampling on lawns, damaging trees;

(3) Occupying and destroying public facilities;

(4) Mobile operations, selling goods, chasing and pulling tourists and forcing them to Buying and selling or forcing to provide services;

(5) Sleeping in the open and begging;

(6) Bringing pets into the square;

(7) Playing football, Skateboards, etc.;

(8) Organizing various exhibitions, commercial film and television shootings, performances, product promotions and other activities without approval;

(9) Setting up, posting, hanging, etc. Distributing commercial advertisements;

(10) Other behaviors that affect the image of the square and disrupt the order of the square.

Conducting photography and other fixed-point business activities in the square must be approved by the management office. Operators shall obey management and shall not engage in behavior that affects the image of the square.
