The district people's government shall be responsible for the management of gas within its jurisdiction according to the division of responsibilities.

Relevant departments such as development and reform, planning, construction, land, real estate, industry and information technology, public security, safety supervision, quality supervision, environmental protection, industry and commerce, transportation, etc. shall, in accordance with their respective responsibilities, do a good job in gas management in accordance with the law. Work. Article 4: Gas work shall adhere to the principles of overall planning, ensuring safety, ensuring supply, standardizing services, and energy conservation and efficiency. Article 5 The Municipal People's Government shall encourage and support gas science and technology research and promote the use of new gas technologies, new processes and new products that are safe, energy-saving, efficient and environmentally friendly. Article 6 The municipal public utility department shall establish and improve the gas safety supervision and management system, publicize and popularize gas laws, regulations and safety knowledge, and improve the public's gas safety awareness. Chapter 2 Gas Planning and Construction Article 7 The municipal public utility department shall, in conjunction with the municipal urban and rural planning department, organize the preparation of a special gas plan in accordance with the city's overall plan, and submit it to the Municipal People's Government for approval before organizing its implementation. Article 8 The municipal public utility and municipal development and reform authorities shall be responsible for coordinating the supply of gas sources in accordance with their respective responsibilities, balancing the city's gas demand, formulating mid- to long-term and annual gas consumption plans, and organizing their implementation. Article 9 The Municipal People's Government shall establish and improve the gas emergency reserve system, organize the preparation of gas emergency support plans, and take comprehensive measures to improve gas emergency support capabilities.

The gas emergency support plan should specify the gas emergency gas source and type, emergency supply method, emergency response procedures, emergency rescue measures, etc.

The municipal public utility department shall monitor, predict and provide early warning on gas supply and demand. Article 10 After the occurrence of serious gas supply shortages, supply interruptions and other emergencies, the Municipal People's Government shall promptly take emergency measures such as mobilization of reserves and emergency dispatch. Gas operating enterprises and other relevant units and individuals shall cooperate and undertake relevant emergency tasks. Article 11 When carrying out the construction of new areas and the renovation of old areas, supporting gas facilities shall be constructed or land reserved for the construction of gas facilities in accordance with urban and rural planning and special gas planning.

For gas facility construction projects within the scope of the special gas plan, when issuing site selection opinions in accordance with the law, the municipal urban and rural planning department shall seek advice from the municipal public utility department on whether the construction of gas facilities complies with the special gas plan. Opinions; if there is no need to issue a site selection opinion letter, the municipal urban and rural planning department shall seek the opinions of the municipal public utility department on whether the construction of gas facilities complies with the special gas plan when issuing a construction land planning license or a rural construction planning license in accordance with the law. . Article 12 Construction projects of new construction, expansion, and reconstruction of gas facilities shall comply with national regulations and industry technical standards, and shall be reviewed and approved by the municipal public utility department. If laws and regulations require approval from other departments, you should also go to the relevant departments to go through relevant procedures. Article 13 Units engaged in the survey, design, construction and supervision of gas facility construction projects shall have corresponding qualifications and engage in operating activities within the scope of their qualification levels in accordance with the law. Article 14 The design documents for gas facility construction projects shall be reviewed by an institution with gas project design review qualifications; if they are not reviewed or fail to pass the review, they shall not be used. Article 15 After the gas facility construction project is completed, the construction unit shall organize completion inspection and acceptance in accordance with the law, and within 15 days from the date of passing the completion inspection and acceptance, submit the completion inspection and acceptance data and the gas facility safe operation guarantee plan to the municipal municipal public utility department for record.

The construction unit shall submit project files to the municipal urban construction archives management agency within three months after the completion and acceptance of the gas facility construction project.

Article 16 If there are new construction, expansion, or reconstruction projects within the scope of the special gas planning, the construction of supporting gas facilities shall be designed, constructed, and accepted at the same time as the main project. Article 17 For approved gas pipeline projects, if the household pipes really need to pass through relevant units or residential houses, relevant units and individuals shall cooperate.

The construction unit shall solicit the opinions of the obligee and sign an agreement with the obligee before construction; if the construction causes damage to the relevant facilities of the relevant unit or individual, it shall repair or compensate for it. Article 18 Construction, survey, design, construction and supervision units and other units related to the safe production of gas facility construction projects shall abide by the provisions of production safety laws and regulations, ensure the safe production of gas facility construction projects, and assume corresponding responsibilities in accordance with the law. The municipal public utility department shall strengthen the safety supervision and management of gas facility construction projects. Chapter 3 Gas Operation and Services Article 19 All enterprises engaged in gas operation within the urban area of ??this city shall obtain a gas operation license.

Enterprises engaged in pipeline gas operations should also obtain franchise rights granted by the Municipal People's Government.
