Chapter 1 General Provisions Article 1 In order to strengthen the management of urban appearance and environmental sanitation and create a clean, orderly, beautiful, civilized and livable urban environment, according to the "Regulations on the Management of Urban Appearance and Environmental Sanitation" of the State Council These regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this city. Article 2 These regulations apply to urban built-up areas within the administrative region of this city and areas demarcated and announced by the people's government at or above the county level for urban management. Article 3: Urban city appearance and environmental sanitation management work adheres to the principles of unified leadership, hierarchical responsibility, territorial management, and public participation. Article 4 The municipal and county (city, district) people's governments shall strengthen leadership over urban appearance and environmental sanitation work, incorporate urban appearance and environmental sanitation undertakings into the national economic and social development plans, and list the funds required for urban appearance and environmental sanitation as into the government budget.

Village (resident) committees assist township people’s governments and sub-district offices in carrying out urban appearance and environmental sanitation management, promptly discover and report existing problems in urban appearance and environmental sanitation within their jurisdiction, and cooperate with relevant department for processing. Article 6 Any unit or individual shall maintain city appearance and environmental sanitation, take care of environmental sanitation facilities, and respect the work of city appearance and environmental sanitation staff; and shall have the right to dissuade, dissuade, and punish any behavior that violates city appearance and environmental sanitation management regulations or damages environmental sanitation facilities. Chapter 2 City Appearance and Environmental Sanitation Responsibility Area System Article 8 The city appearance and environmental sanitation management shall implement the responsibility area system. The responsible person is responsible for the city appearance and environmental sanitation work within the responsible area. Article 9 The responsible areas and responsible persons for city appearance and environmental sanitation shall be determined in accordance with the following provisions:

(1) Primary and secondary arterial roads, bridges, underground passages, pedestrian bridges, public squares, public squares Public areas such as toilets and urban public green spaces are the responsibility of the city appearance and environmental sanitation management unit.

(2) Residential areas where property management is implemented shall be the responsibility of the responsible person stipulated in the property service contract; residential areas, back streets and alleys and other areas where property management is not implemented shall be handled by the township people's government and the sub-district office Responsible.

(3) The management area of ??agencies, groups, schools, military units, enterprises, institutions and other units shall be the responsibility of the unit.

(4) Airports, stations, docks, bus stations (points), parking lots, markets, shopping malls, supermarkets, hotels, restaurants, exhibition venues, tourist attractions, parks, and cultural, sports, Entertainment and other places shall be responsible for the operation and management.

(5) The land to be built shall be the responsibility of the land use right holder or manager; the construction site shall be the responsibility of the construction unit. If the construction unit cannot be determined, the construction unit shall be responsible.

If there is a dispute over the responsible area or the responsible person is unclear, the city appearance and environmental sanitation department of the county (city, district) where it is located shall determine it; if the responsibility is unclear across administrative regions, the city appearance and environmental sanitation department of the county (city, district) where it is located shall determine the responsibility. Article 10 The person responsible for urban appearance and environmental sanitation shall perform the following duties:

(1) Keep the city appearance in the responsible area clean and tidy, and do not violate regulations by building, stacking, setting up stalls, parking, posting, scribbling, carving, Hanging, splashing, etc.;

(5) Other city appearance and environmental sanitation responsibilities stipulated in laws, regulations and rules.

The responsible person shall discourage and stop behaviors that violate the city's city appearance and environmental sanitation management regulations in the responsible area; if the dissuasion and restraint are ineffective, they shall report to the city's city appearance and environmental sanitation authorities. Chapter 3 City Appearance Management Article 11 The municipal and county (city, district) people's governments may formulate local urban appearance standards in accordance with the national urban appearance standards and in combination with local urban development needs and urban planning requirements.
