Regulations of Guangzhou Municipality on Metro Management

Chapter I General Provisions Article 1 In order to strengthen the management of subways in this Municipality, ensure the normal operation order of subways and protect the safety of subway facilities, these Provisions are formulated in accordance with the relevant provisions of the state and in light of the actual situation of this Municipality. Article 2 The subway facilities mentioned in these Provisions refer to all equipment and all supporting buildings (structures) required for subway operation.

The subway safety protection zone as mentioned in these Provisions refers to the area within 5 meters outside the subway engineering structure, 3 meters outside the ground line embankment or cutting ditch, and 3 meters outside the construction scope of overhead lines and depots.

The term "metro safety control area" as mentioned in these Provisions refers to the area 30m outside the tunnel structures, ground lines and overhead lines of metro stations and 20m outside the red line of land acquisition of metro vehicles, control centers and substations. Article 3 These Provisions shall apply to the management of subway operation and the protection of subway facilities in this Municipality.

All units and individuals who enter the subway station, take the subway and engage in any activities in the subway safety, protection and control area must abide by these provisions. Article 4 Guangzhou Metro Company (hereinafter referred to as Metro Company) is responsible for the operation of the subway and the protection of facilities.

The relevant departments of city planning, city construction, city management, public security, industry and commerce, health and so on shall implement these Provisions according to their respective responsibilities. Chapter II Crew Management Article 5 Subway companies shall transport passengers safely and punctually, and provide quality services for passengers. Article 6 Passengers taking the subway must abide by the following provisions:

(a) to purchase tickets in accordance with the regulations, show their tickets when entering and leaving the station, and accept the inspection of the subway station staff;

(2) After checking in, enter the platform in order, wait in the safety line, and get on the bus in the order of getting off first and getting on;

(three) after the car reaches the finish line, all get off and are not allowed to stay in the car;

(4) Each passenger can carry articles with a weight of 30 kg, a length of 1.6 m and a volume of 0. 1 m3. Articles exceeding one of the following weights, lengths and volumes shall not be brought into the station. Article 7 It is forbidden to bring the following items into the station:

(a) livestock, pets and other items that affect the health of the train;

(two) inflammable, explosive, toxic and other dangerous goods;

(3) Agricultural tools, sharp instruments, guns, ammunition and controlled knives that affect the personal safety of passengers. National security, military, police, customs and other special personnel who hold valid certificates to perform official duties can be carried according to regulations. Article 8. Disdressed people, unaccompanied after drinking, mental patients without supervision and preschool children without adult leadership are not allowed to enter the station. Ninth passengers on the subway, shall not have the following acts:

(a) altered or forged tickets;

(2) Smoking, spitting, chewing gum and littering in stations and trains;

(three) unauthorized posting, graffiti, entertainment, etc ... At a station or train;

(four) chasing and fighting, staying in the station or train for no reason;

(five) selling goods in the station or train without authorization;

(six) fighting at the station or on the train. Article 10 Units and individuals who need to conduct commercial activities in subway stations and engage in advertising or other business activities by using subway stations, entrances and exits, trains, etc. An agreement should be signed with the subway company on the use of the site and facilities. Chapter III Safety Management Article 11 The Metro Corporation must strengthen the management and protection of the subway, regularly inspect and timely maintain the subway operation facilities, ensure that the subway operation facilities are in good condition, in normal use and the trains are running normally, and ensure the safety of passengers. Twelfth subway station attendants should assist the public security personnel to carry out safety inspection of the articles carried by passengers, and stop acts of provoking troubles, disturbing order, affecting passengers' safe ride and smooth entry and exit from the station. Thirteenth electric power and water supply departments should ensure the normal power supply and water supply of the subway. Article 14 No unit or individual may obstruct the operation of subway trains.

When the train is running normally, passengers are not allowed to press or twist any safety device with obvious signs. Seventeenth subway station, train, tunnel and ground track casualties, subway station staff and subway public security personnel should take emergency measures in time to quickly resume train operation. Casualty accidents shall be handled in accordance with relevant state regulations. Chapter IV Protection of Facilities Article 18 No unit or individual may commit the following acts that endanger the safety of subway facilities and damage their work efficiency:

(a) mobile, damaged subway communication, signal facilities and other facilities;

(two) occupy the subway special communication frequency;

(3) Damaging, moving or smearing guide card, signs, schematic diagrams, timetables, price lists, advertising light boxes, walls, floors and other facilities, devices and decorations in subway stations and trains;

(four) throwing objects at subway trains, locomotives, maintenance engineering vehicles and other driving equipment, communication lines, substations and ventilation booths;

(five) destroying, stealing, misappropriating subway facilities or endangering the safety of subway facilities by technical means;

(six) to build any buildings, structures and stacked items within 5 meters around the subway entrance and ventilation pavilion; Set up a garbage collection station or toilet below level 3 (including level 3) within 20 meters; Discharge flammable, explosive, toxic and harmful gases and liquids within 30 meters, as well as smoke, dust, sewage and solid waste exceeding pollution discharge standards;

(seven) in the subway entrances and exits, wind pavilion daub, scribble, hanging or unauthorized hanging street signs, neon lights, electronic display boards, light boxes, etc ... ;

(8) Laying grade crossing and sidewalks on subway ground lines;

(nine) building buildings or planting trees that affect the line of sight on the inner side of the subway line curve;

(10) Building and demolishing buildings and structures in the subway safety protection zone, and engaging in activities such as blasting, piling, jacking, pumping, drilling, laying pipelines, increasing load or reducing load;

(11) engaging in activities that affect the stability of subway subgrade or endanger the safety of subway bridges and tunnels, such as building ponds, digging canals, quarrying and dredging sand, and drilling wells for water in the subway safety control zone;

(twelve) other acts endangering the safety of subway facilities.
