Article 1: In order to strengthen the management of Tianjin Cultural Center, promote the development of cultural undertakings in this city, and continuously meet the material and cultural needs of the people, these measures are formulated based on the actual situation of this city. Article 2 These Measures shall apply to the operation and related management activities of cultural venues, commercial facilities, above-ground and underground transportation and other public service facilities in the Tianjin Cultural Center, as well as public venues.

Tianjin Cultural Center is located in Hexi District of this city. The specific scope is the area starting from Longchang Road in the east, Youyi Road in the west, Pingjiang Road in the south, and Leyuan Road in the north. Article 3 The management of Tianjin Cultural Center shall adhere to the principles of standardization, efficiency, overall planning and coordination, and comprehensively improve the level of management services. Article 4 The Tianjin Cultural Center shall innovate systems and mechanisms, improve public services, and prosper cultural undertakings in accordance with the requirements of maximizing utilization efficiency, optimizing supervision and management, and maximizing comprehensive benefits. Article 5 The Municipal People's Government shall establish the Tianjin Cultural Center Management Committee to coordinate the overall study and coordination of major matters of the Tianjin Cultural Center. Article 6 The Tianjin Cultural Center Management Office is the permanent office of the Tianjin Cultural Center Management Committee and performs the following duties:

(1) Supervise the internal management of cultural venues and public service facilities;

(2) Organize and coordinate major cultural activities and reception work;

(3) Responsible for the daily work of the Tianjin Cultural Center Management Committee;

(4) Complete Other tasks assigned by the Municipal People's Government. Article 7 The People's Government of Hexi District, as the main body responsible for urban management of Tianjin Cultural Center, is responsible for organizing and implementing urban management of Tianjin Cultural Center in terms of city appearance, environmental sanitation, landscaping, water fountains, night lights, municipal roads, comprehensive law enforcement, etc. Work. Article 8 The Hexi District People's Government is responsible for organizing and implementing the social security and emergency management work of the Tianjin Cultural Center in accordance with the law, and maintaining the public safety, environmental safety and social order of the Tianjin Cultural Center. Article 9: When the relevant administrative licensing approval authority handles administrative licensing approval matters that may affect the management order of the Tianjin Cultural Center, it shall seek the opinions of the Tianjin Cultural Center Management Office before licensing approval. Article 10 The maintenance and repair of cultural venues in the Tianjin Cultural Center shall be the responsibility of the operating unit; the maintenance and repair of public service facilities such as commercial facilities, above-ground and underground transportation shall be the responsibility of the property rights unit or the operating unit. Article 11 The various public service facilities and equipment in the Tianjin Cultural Center should be scientifically reasonable and convenient for the masses; various instructions and signs should be clear, neat and beautiful; the service facilities and equipment should be cleaned, repaired and replaced in a timely manner. Ensure that facilities and equipment are in good condition. Article 12 Cultural venues and public service facilities shall establish and improve service specifications, ensure the safety and normal use of facilities and equipment, and accept the supervision of the Tianjin Cultural Center Management Office. Article 13: Cultural venues shall be open to the public based on their functions and characteristics, and shall disclose their service contents and opening hours to the public. If a cultural venue needs to temporarily close due to maintenance of facilities, equipment, etc., it shall announce it to the public 5 days in advance, except in emergencies.

Cultural venues should appropriately extend their opening hours during national statutory holidays. Article 14 During the school’s winter and summer vacations, cultural venues should add cultural activities suitable for students’ characteristics.

Cultural venues that implement government pricing and government-guided price management shall, in accordance with the relevant regulations of the state and this city, be open to the disabled, minors, students, the elderly, active military personnel, etc. free of charge or at a discount. Article 15 The public must abide by public order when visiting, watching performances, or using the facilities and equipment of cultural venues. No unit or individual may damage the facilities or equipment of cultural venues.

Article 16 The following behaviors are prohibited in the Tianjin Cultural Center:

(1) Sell tickets for theatrical performances or other valuable tickets and vouchers;

(2) Selling and disseminating illegal publications

(3) Setting up outdoor advertisements and slogans without authorization;

(4) Motor vehicles and non-motor vehicles not parking in prescribed places;

(5) Taxis park in violation of regulations to wait for customers and solicit business;

(6) Occupy squares and roads without authorization to set up stalls and engage in various business activities;

(7) Violate regulations to use loudspeakers Broadcasting loudspeakers or emitting other behaviors that are too loud;

(8) Other behaviors prohibited by laws, regulations, and rules. Article 17 Anyone who violates the provisions of Article 16 of these Measures shall be dealt with by the relevant departments in accordance with the relevant provisions of laws, regulations and rules. Article 18 Anyone who violates public security management regulations in the Tianjin Cultural Center shall be dealt with by the public security organs in accordance with the "Public Security Management Punishment Law of the People's Republic of China"; if a crime is constituted, criminal responsibility shall be pursued in accordance with the law. Article 19 If the Tianjin Cultural Center Management Office, relevant administrative departments and their staff abuse their power, neglect their duties, or engage in malpractice for personal gain, the relevant departments shall handle it in accordance with the law; if a crime is constituted, criminal responsibility shall be pursued in accordance with the law. Article 20 These Measures shall come into effect on March 1, 2012.
