Article 1: In order to strengthen the management of Tianjin Cultural Center, promote the development of cultural undertakings in this city, and continuously meet the material and cultural needs of the people, these measures are formulated based on the actual situation of this city. Article 2 These Measures shall apply to the operation and related management activities of cultural venues, commercial facilities, above-ground and underground transportation and other public service facilities in the Tianjin Cultural Center, as well as public venues.
Tianjin Cultural Center is located in Hexi District of this city. The specific scope is the area starting from Longchang Road in the east, Youyi Road in the west, Pingjiang Road in the south, and Leyuan Road in the north. Article 13: Cultural venues shall be open to the public based on their functions and characteristics, and shall disclose their service contents and opening hours to the public. Cultural venues that implement government pricing and government-guided price management shall, in accordance with the relevant regulations of the state and this city, be open to the disabled, minors, students, the elderly, active military personnel, etc. free of charge or at a discount. Article 15 The public must abide by public order when visiting, watching performances, or using the facilities and equipment of cultural venues. No unit or individual may damage the facilities or equipment of cultural venues.
Article 16 The following behaviors are prohibited in the Tianjin Cultural Center:
(1) Sell tickets for theatrical performances or other valuable tickets and vouchers;
(2) Selling and disseminating illegal publications
(3) Setting up outdoor advertisements and slogans without authorization;
(4) Motor vehicles and non-motor vehicles not parking in prescribed places;
(5) Taxis park in violation of regulations to wait for customers and solicit business;
(6) Occupy squares and roads without authorization to set up stalls and engage in various business activities;
(7) Violate regulations to use loudspeakers Broadcasting loudspeakers or emitting other behaviors that are too loud;
(8) Other behaviors prohibited by laws, regulations, and rules. Article 17 Anyone who violates the provisions of Article 16 of these Measures shall be dealt with by the relevant departments in accordance with the relevant provisions of laws, regulations and rules. Article 18 Anyone who violates public security management regulations in the Tianjin Cultural Center shall be dealt with by the public security organs in accordance with the "Public Security Management Punishment Law of the People's Republic of China"; if a crime is constituted, criminal responsibility shall be pursued in accordance with the law. Article 19 If the Tianjin Cultural Center Management Office, relevant administrative departments and their staff abuse their power, neglect their duties, or engage in malpractice for personal gain, the relevant departments shall handle it in accordance with the law; if a crime is constituted, criminal responsibility shall be pursued in accordance with the law. Article 20 These Measures shall come into effect on March 1, 2012.
