Article 8: Radio, television, newspapers, websites and other media shall, in accordance with the publicity materials compiled and distributed by the health administrative department, publicize AIDS prevention and control knowledge through public service announcements, slogans, etc., and do a good job in reporting news on AIDS prevention and control. Article 9 Public places such as stations, docks, airports, parks, squares, stadiums, theaters, hotels, entertainment venues, etc., and public transportation vehicles such as passenger trains, long-distance buses, and buses. Operators or managers shall, in accordance with the promotional materials compiled and distributed by the health administrative department, publicize AIDS prevention and treatment knowledge in conspicuous locations through billboards, notice boards, posters, leaflets, etc. Article 10 The health administrative departments of the people's governments at or above the county level shall monitor and control medical and nursing staff of disease prevention and control institutions, medical institutions, maternal and child health institutions, health supervision institutions, blood (plasma) collection and supply institutions, family planning service institutions, and AIDS prevention and control volunteers. Provide AIDS prevention and treatment knowledge and skills training. Article 11 The education, human resources and social security departments of the people's governments at or above the county level shall organize, guide and supervise schools and training institutions at all levels and types to incorporate AIDS prevention and control knowledge into teaching and training courses. Article 12: State agencies, social groups, enterprises, institutions, and individual economic organizations shall educate their own personnel on HIV/AIDS prevention and treatment. Article 13: Detention centers, detention and education centers, labor camps, compulsory isolation drug rehabilitation centers, and prisons shall provide AIDS prevention and treatment knowledge and behavioral correction education to detainees, custody education, labor education, compulsory isolation drug rehabilitation centers, and prisoners in prison. Chapter 3 Prevention and Control Article 14 The health administrative department of the Provincial People's Government shall, in accordance with the national AIDS surveillance plan and program, formulate the provincial AIDS surveillance plan and work plan, organize and carry out AIDS surveillance and special investigations, and understand the changes and epidemic trends of the AIDS epidemic. , formulate prevention and control strategies.

Disease prevention and control institutions at all levels are responsible for monitoring the occurrence, prevalence and influencing factors of AIDS in their respective administrative regions. The AIDS testing and confirmation laboratories of municipal and state disease prevention and control institutions are responsible for the business guidance of AIDS testing and screening laboratories in their respective administrative regions. County and city disease prevention and control agencies are responsible for the daily guidance and supervision of HIV testing and screening laboratories in their respective administrative regions. Article 16 Disease prevention and control institutions, medical institutions at level 2 or above, maternal and child health care institutions, blood (plasma) collection and supply institutions, blood product production units, and entry-exit inspection and quarantine institutions shall establish AIDS testing and screening laboratories to carry out AIDS testing and screening Work.

The health administrative departments of the people's governments at or above the county level shall designate medical and health institutions within their own administrative regions that provide free voluntary AIDS consultation, screening and testing, and announce them to the public. Article 17 All types of medical institutions at all levels should provide HIV counseling and screening and testing services to surgical patients, tuberculosis patients, sexually transmitted disease patients, and pregnant and lying-in women, and screen positive blood samples should be sent to the local disease prevention and control agency for confirmation in a timely manner to the laboratory for confirmation.
