Third, the handling procedures

1. Units and departments that need emergency supplies and personnel apply to the local township (street) government (office);

Pass-holding enterprises should earnestly perform their main responsibilities, honor credit and keep promises, use passes in strict accordance with regulations, and resolutely put an end to unauthorized printing of passes, forgery of emergency transport vehicles, personnel and enterprises, and report to the county agricultural and rural bureau, county animal husbandry bureau, county science and technology and industrial informatization bureau, county commerce bureau and other units before 6:00 pm every day. Relevant departments will summarize the information and report it to the corresponding departments of the city.

2. All towns and villages shall take overall responsibility for the smooth roads within their jurisdiction, and shall not block roads by digging pits or piling up soil, which will hinder the circulation of agricultural products, means of production and living materials. Except for necessary epidemic prevention and control procedures such as temperature measurement and photo inspection, all epidemic prevention and control card points in the county shall not block the normal passage of vehicles and personnel holding passes.

3, public security, agriculture and rural areas, animal husbandry, science and technology and industrial information, business and other departments to track the real situation of the use of enterprise passes.
