Regulations of Jiangsu Province on National Voluntary Tree Planting

Article 1 In order to promote the voluntary tree planting activities of the whole people in this province, speed up the process of land greening, and protect and improve the ecological environment, these Regulations are formulated in accordance with the relevant laws and regulations of the state and combined with the actual situation of this province. Article 2 These Regulations shall apply to voluntary tree planting activities carried out by organs, organizations, enterprises and institutions (hereinafter referred to as units) and citizens of school age within the administrative region of this province.

The China People's Liberation Army and the Armed Police Force stationed in this province participated in the nationwide voluntary tree planting activities in accordance with the relevant regulations of the State Council and the Central Military Commission (CMC). Article 3 The term "voluntary tree planting" as mentioned in these Regulations refers to the activities of citizens to plant trees for the state and the collective free of charge. Article 4 The local people's governments at or above the county level shall strengthen their leadership over the voluntary tree planting work in their own areas and promote all units to establish a responsibility system for voluntary tree planting and greening.

Voluntary tree planting activities should be arranged in the administrative area of the city and county (city). Article 5 The Greening Committee at or above the county level shall organize and lead the voluntary tree planting activities and greening work within its jurisdiction, and guide, coordinate, supervise and inspect the voluntary tree planting and greening work of all units. The office of the Greening Committee is responsible for the daily work.

The administrative departments of forestry (multi-management) and construction (landscape) of the local people's governments at or above the county level shall, under the leadership of the Greening Committee, be responsible for the specific implementation of voluntary tree planting activities in conjunction with relevant departments in accordance with the division of responsibilities stipulated by the government.

Trade unions, the Communist Youth League, women's federations and other mass organizations shall cooperate with relevant departments to do a good job in voluntary tree planting. Article 6 Greening committees at or above the county level shall organize local units to actively carry out publicity and education on voluntary tree planting, enhance citizens' awareness of voluntary tree planting, and promote the development of voluntary tree planting and greening in the whole society. Article 7 All citizens living within the administrative area of this province, male 1 1 to 60 years old and female 1 1 to 55 years old, shall participate in voluntary tree planting activities except those who lose their ability to work.

Citizens of school age who have reached the age of 18 shall voluntarily plant 3 to 5 trees every year, or complete other greening tasks with corresponding labor.

For teenagers aged 1 1 to 17, arrange voluntary tree planting nearby. Eighth greening committees at or above the county level shall organize forestry (multi-management), construction (garden) and other relevant departments to formulate voluntary tree planting plans and annual implementation plans. Voluntary tree planting planning should proceed from the local reality, take the land greening planning as the basis, and meet the needs of afforestation and greening in this area.

The arrangement of voluntary tree planting projects and the selection of lots should be tailored to local conditions and focused. Where conditions permit, a voluntary tree planting responsibility area or a voluntary tree planting base can be established. Ninth units shall, in accordance with the plans and arrangements of the local greening committee, organize employees to participate in voluntary tree planting activities in their own units or regions.

Urban residents, individual industrial and commercial households and laborers without work units shall be organized by the city people's government or street offices to participate in voluntary tree planting activities in their respective jurisdictions.

Students can carry out voluntary tree planting activities on campus, or they can be arranged by the Greening Committee to participate in local voluntary tree planting activities.

Farmers' voluntary tree planting activities shall be organized and implemented by the township (town) people's government and villagers' committees in accordance with the provisions of the Regulations on the Management of Farmers' Expenses and Labor Services and the requirements of voluntary tree planting planning. Tenth units should be in accordance with the requirements of the local greening committee, conscientiously complete the other greening tasks of planting 3 to 5 trees per person per year or the corresponding amount of labor, and report to the local greening committee on the number of people participating in tree planting each year, the number of trees planted and the survival rate. City, county (city, district) Greening Committee shall arrange voluntary tree planting tasks according to the number of citizens that all units should perform their obligations, and establish a voluntary tree planting registration card to assess the completion of the annual tasks of all units participating in voluntary tree planting. Eleventh relevant departments and units should support and develop seedling production, run nurseries well, cultivate excellent seedlings and ensure the seedlings needed for voluntary tree planting. Rural and state-owned farms and forest farms shall establish and develop nurseries according to the requirements of afforestation. Twelfth trees planted on state-owned land are owned by land use units; If there is no clear use of the unit, its ownership shall be determined by the people's government of the city or county (city). Trees planted voluntarily on collectively owned land belong to the collective. Where laws and regulations provide otherwise or the contract provides otherwise, such provisions or agreements shall prevail. Article 13 For the trees planted voluntarily, the forest right holder or the person who undertakes the obligation of management and protection shall be responsible for management and protection, and the seed selection, planting guidance and management and protection responsibility system shall be implemented to ensure that the success rate reaches more than 85%. All units and individuals should take good care of trees and have the right to stop and report acts of destroying trees. The standards for green fees and the measures for collection, use and management shall be formulated by the provincial people's government.
