Regulations of Liaoning Linghe Nature Reserve

Article 1 In order to strengthen pollution prevention, resource protection, ecological construction and comprehensive river regulation in Linghe Nature Reserve and promote sustainable economic and social development, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this province. Article 2 These Regulations shall apply to the management and protection of Linghe Nature Reserve and other related activities within the administrative area of this province. Article 3 The Linghe Nature Reserve as mentioned in these Regulations refers to a specific area where Daling River and Xiaoling River basins are designated with the approval of the provincial people's government for special protection and centralized management.

The boundary of Linghe Nature Reserve shall be announced by the provincial administrative agency of Linghe Nature Reserve in accordance with the scope approved by the provincial people's government, and boundary signs shall be set up. Article 4 The management and protection of Linghe Nature Reserve shall follow the principles of unified management, scientific planning, comprehensive protection, ecological priority, combination of prevention and control and comprehensive management. Article 5 The management and protection of Linghe Nature Reserve shall be combined with the comprehensive planning of Daling River and Xiaoling River basins, the construction of urban system and the layout of urbanization along the river, so as to promote the rational development and utilization of ecological resources of Daling River and Xiaoling River and improve the production conditions and living environment of the masses. Sixth all units and individuals have the obligation to protect the ecological environment of Linghe Nature Reserve, and have the right to report acts that damage the ecological environment.

Encourage units and individuals to participate in the management and protection of Linghe Nature Reserve. Article 7 The people's governments at the provincial level and the people's governments of cities (hereinafter referred to as cities) and counties (including county-level cities and districts, the same below) where Linghe Nature Reserve is located shall incorporate the management and protection of Linghe Nature Reserve into the national economic and social development plan of their respective administrative areas. Strengthen the leadership over the management and protection of Linghe Nature Reserve, clarify the responsibilities of all relevant parties, incorporate the management and protection of Linghe Nature Reserve into the government performance appraisal system and responsibility appraisal system, and reward and punish according to the assessment results. Organize publicity and education on the governance and protection of Linghe Nature Reserve, and improve the awareness and ability of the masses in governance and protection.

The township (town) people's government where Linghe Nature Reserve is located shall do a good job in the management and protection of Linghe Nature Reserve. Article 8 The management institutions of Linghe Nature Reserve in the province shall, in accordance with the provisions of the provincial people's government, be responsible for pollution prevention, resource protection and ecological construction management of Linghe Nature Reserve in a unified way, and perform supervision and management and administrative law enforcement duties in water conservancy, environmental protection, land and resources, transportation, forestry, agriculture and fisheries.

Linghe Nature Reserve is located in the city and county Linghe Nature Reserve management agencies responsible for the supervision and management of governance and protection of Linghe Nature Reserve and administrative law enforcement within their respective administrative areas.

Water conservancy, environmental protection, land resources, transportation, forestry, agriculture, fisheries and other relevant departments shall, within the scope of their respective functions and duties, assist the management institutions of Linghe Nature Reserve to do a good job in related governance and protection. Article 9 The provincial people's government and the people's government of the city or county where Linghe Nature Reserve is located shall set up special funds for the management and protection of Linghe Nature Reserve.

Encourage domestic and foreign organizations and individuals to provide donations for the management and protection of Linghe Nature Reserve. Tenth provincial Linghe Nature Reserve management agencies shall prepare Linghe Nature Reserve management and protection planning, submitted to the provincial people's government for approval; According to the approved plan, formulate corresponding professional plans and be responsible for organizing their implementation.

The people's governments of the cities and counties where Linghe Nature Reserve is located shall, according to the plan approved by the provincial people's government, formulate the implementation plan for the governance and protection of this region. Article 11 The management institution of Linghe Nature Reserve shall take measures such as dike construction, dangerous river regulation, river dredging and wetland restoration, and landscape construction of river urban section to comprehensively control the rivers in Linghe Nature Reserve. Article 12 The management institution of Linghe Nature Reserve shall strengthen the prevention and control of water pollution in Linghe Nature Reserve, organize the monitoring of water quality and quantity of Daling River and Xiaoling River in Linghe Nature Reserve, strictly control the total discharge of water pollution, and regularly publish the water quality and quantity status.

The environmental protection department is responsible for the technical work of environmental quality monitoring and pollution source detection in Linghe Nature Reserve, and provides relevant data to the management organization of Linghe Nature Reserve.

When the management organization of Linghe Nature Reserve finds that the water pollution of the sewage outlet in Linghe Nature Reserve exceeds the standard, it shall promptly notify the local environmental protection department. After receiving the relevant information, the environmental protection department shall promptly deal with it according to law. Article 13 The management institution of Linghe Nature Reserve shall establish a comprehensive monitoring network system and corresponding information database in combination with hydrological, water quality and ecological monitoring sites and sections, so as to realize the standardization, informationization and systematization of the management and protection work of Linghe Nature Reserve. Fourteenth Linghe Nature Reserve prohibits the following activities:

(a) if it is really necessary to reclaim rivers, it shall be scientifically demonstrated and approved by the people's governments at or above the provincial level;

Building dikes, water blocking channels and roads;

(3) Planting trees and tall crops that hinder flood discharge in flood-prone rivers;

(four) occupation, damage to water conservancy projects and dikes, revetment and other related facilities; Damage to flood control, hydrology and water quality monitoring facilities;

(5) Discarding toxic, harmful and radioactive substances such as slag, stone slag, coal ash, soil and garbage;

Grazing, hunting, reclamation and burning;

(seven) the use of fried fish, poisonous fish, electric fish and other methods to destroy fishery resources and fish in the closed fishing period;

The use of pesticides, veterinary drugs, feed and feed additives prohibited by the state;

(nine) deforestation, destruction of forest resources and occupation of forest land;

(10) destroying the habitat environment of wild animals and the growth environment of wild plants;

(eleven) other activities prohibited by laws and regulations.
