Article 1 is to strengthen the protection and management of the Qingming Bridge Ancient Canal Scenic Area (hereinafter referred to as the scenic area), rationally develop and utilize the resources of the scenic area, maintain the normal order and good sightseeing environment of the scenic area, and promote the prosperity and prosperity of the scenic area. Development, these measures are formulated in accordance with relevant laws and regulations and in combination with the actual situation of the scenic spot. Article 2 These Measures apply to the construction, protection, utilization and related management activities of scenic spots.

The scenic spots mentioned in these regulations include the historical and cultural blocks along the ancient canal and Qingming Bridge and the Nanzen Temple Cultural Mall. If the scope of the scenic spot needs to be adjusted, the Nanchang District People's Government shall report it to the Municipal People's Government for approval and announce it. Article 3 The protection and management of scenic spots adheres to the principles of strict planning, unified management, effective protection, and rational utilization, and correctly handles the relationship between protection and utilization. Article 4 The Nanchang District People's Government is responsible for the unified management of the scenic area, and the scenic area management agency entrusted by it is specifically responsible for the daily management of the scenic area.

The public security, industry and commerce, construction, planning, culture, urban management, municipal administration, gardening, tourism and other departments shall do a good job in the protection and management of scenic spots in accordance with their respective responsibilities.

Staff staff stationed in scenic spots by the public security, industrial and commercial, urban management and other departments should actively perform their legal functions and cooperate with the scenic spot management agencies to do relevant daily management work. Article 5 The Nanchang District People’s Government shall organize the formulation of plans for the protection and utilization of scenic spots. The protection and utilization plan should clearly delineate the functions and business layout of the scenic area.

The scenic spot protection and utilization plan should comply with the city's overall plan and relevant special plans. Article 6 The architectural style, landscape design, outdoor advertising, night scene lighting, and public facilities in the scenic area should reflect the characteristic positioning of the scenic area.

The volume, shape, height, and color of newly built, expanded, or renovated buildings (structures) in scenic areas should be coordinated with the surrounding landscape and environment. Article 7 For buildings (structures) facing the street in scenic areas, their property owners shall regularly clean and whitewash them in accordance with relevant regulations to keep their facades clean and beautiful; if they are damaged, they shall be repaired in time to maintain their original appearance.

If the property owner and the user have any other agreement on the responsibility for cleaning, painting, and repairing the building (structure), the agreement shall prevail. Article 8: Buildings (structures), relics, relics, etc. that have certain historical, scientific, and artistic value in the scenic area shall be publicized by the scenic area management agency in accordance with relevant regulations, set up signs, and strictly protect them. No unit or individual may damage or modify, relocate or demolish without authorization. Article 9 Various guide signs and explanatory boards should be set up and improved in scenic spots. Various guide signs and explanatory signs should comply with national common language specifications and standards, and use public information graphics and universal international language signs that comply with international standards. Article 10 Roads, rivers (navigation) and their ancillary facilities, sanitation, lighting, transportation and other public facilities and underground pipelines within the scenic area shall be maintained and managed by the property owner or the unit entrusted by him. Scenic area management agencies should assist in daily maintenance and management, and if damage is discovered, they should promptly notify the property owner or the entrusting unit to repair it.

Fountains, guide signs, explanatory boards, bulletin boards, galleries and other facilities and sculptures and other landscape works in public places within the scenic area shall be maintained and managed by the scenic area management agency. Article 11: Implement the total number of commercial tourist ships in scenic waters and the access system for water tourism commercial projects. Scenic area management agencies should determine operators based on access conditions.

Non-commercial vessels are prohibited from engaging in business activities or disguised business activities in the waters within the scenic area. Article 12 Business activities within the scenic area shall comply with the block functions and business layout determined in the scenic area protection and utilization plan, and reflect the historical and cultural atmosphere of the scenic area.

Relevant administrative departments shall issue corresponding business licenses in accordance with the functional and business layout requirements of the scenic area.

No unit or individual may change the functions and business layout of the scenic area without authorization. Article 13 Scenic area management agencies shall urge units within the scenic area to set up and improve their own fire protection, anti-theft and other facilities in accordance with the requirements of the public security department, and conduct regular inspections to ensure normal use.

Scenic area management agencies should set up and improve scenic area public safety monitoring facilities in accordance with relevant regulations.

Scenic area management agencies should establish and improve the safety management system for cultural landscapes and scenery in the scenic area. Regularly work with relevant departments to supervise and inspect the implementation of fire protection, anti-theft, anti-corrosion, moisture-proof and lightning protection measures by the units responsible for protection. Article 14 Scenic area management agencies shall establish and improve scenic area emergency response plans and implement various safety management measures. During peak tourist seasons and temporary large-scale mass gatherings, traffic diversion and personnel evacuation should be carried out in conjunction with relevant departments in a timely manner to ensure the safety of people and property. Article 15 Relevant departments shall seek the opinions of the scenic area management agency when handling the following approval matters in the scenic area:

(1) Decorating the street-facing facades of buildings (structures);

(2) Newly built, expanded or renovated buildings (structures);

(3) Setting up landscape lighting facilities;

(4) Occupying or digging roads and rivers (Navigation) channel;

(5) Set up outdoor advertising or public welfare billboards (columns) and slogans;

(6) Set up water tour routes through the scenic waters;

(7) Transformation, relocation, and demolition of public facilities;

(8) Other approval matters that affect the protection and management of scenic spots.

Units or individuals engaged in construction activities within the scenic area shall promptly clean up the site and restore it to its original condition after the completion of the construction project; any losses caused shall be compensated.
