The notice clearly stated that the inspection team will implement the relevant deployment arrangements of the Hebei Provincial Government and the Provincial Department of Housing and Urban-Rural Development to carry out centralized inspection and rectification of construction safety production, standardization of construction safety production, risk prevention and control and Deployment and implementation of special rectification work on production safety (including fire protection, hazardous chemicals, occupational disease prevention and control, and canteen sanitation), production safety in relocation centralized resettlement projects, rural gas-to-coal projects, urban rail transit, and Zhangjiakou Winter Olympics projects The supervision work situation, the implementation of the special plan for dust pollution prevention and control during construction and the progress of related work will be inspected. In accordance with the "double random" principle, the inspection team will conduct random inspections of the construction projects under construction listed in the supervision ledger, and the number of construction sites in each district and city will be randomly inspected. If there are problems with safety management at the construction site, the inspection team will fill in the inspection record form and order the relevant responsible entities to formulate corresponding measures for rectification. If there are potential accident risks at the construction site, a "Notice for Rectification within a Time Limit" or a "Recommendation for Rectification for Construction Safety Inspection (Inspection)" will be issued, and the municipal competent authority where the project is located will order rectification within a time limit.

If a construction enterprise lowers the safety production conditions at the construction site or has the potential for major accidents, the inspection team will issue an "Administrative Penalty Recommendation" or "Verification and Handling Recommendation", and the municipal competent authority where the project is located will order it to stop work and make rectifications. , after the construction site rectification is completed, construction can only be carried out after passing the re-examination by the local municipal competent department, and the re-examination will be reported to the Hebei Provincial Department of Housing and Urban-Rural Development. At the same time, in accordance with Article 23 of the "Regulations on the Administration of Work Safety Licenses for Construction Enterprises" and Article 8 of the Ministry of Housing and Urban-Rural Development's "Interim Measures for the Dynamic Supervision of Work Safety Licenses of Construction Enterprises", the work safety licenses shall be temporarily withheld in accordance with the law. And the rectification will be completed within 30 days.

If there are problems in the prevention and control of dust pollution at the construction site, the inspection team will issue a rectification notice (or inspection and rectification recommendations) within a time limit, and the municipal competent authority where the project is located will order rectification within a time limit. If a person is suspected of violating laws and regulations, an "Administrative Penalty Proposal" or a "Verification and Handling Proposal" will be issued, and the local municipal competent department will order the company to stop work for rectification, and in accordance with Article 115 of the "Atmospheric Pollution Prevention and Control Law" and the "Hebei Province Atmospheric Article 84 of the Pollution Prevention and Control Regulations stipulates that penalties shall be imposed in accordance with the law.

Responsibility for failure to make rectifications within the time limit or for failure to make rectifications in place after issuing a "Notice for Rectification within a Time Limit" or a "Recommendation for Rectification of Construction Safety Inspection (Inspection)" for illegal activities or potential accidents discovered during the inspection. The units and responsible persons shall be subject to administrative penalties and punishment by the local competent authorities in accordance with relevant laws, regulations and provisions. If the circumstances are serious, the Hebei Provincial Department of Housing and Urban-Rural Development will interview the relevant units in accordance with the law and temporarily detain the construction enterprise's safety production license in accordance with the law.

For projects that are issued an "Administrative Punishment Proposal" or a "Verification and Handling Proposal", in addition to being punished in accordance with the relevant regulations, the qualifications for participating in the creation of provincial and municipal safe and civilized construction sites will be cancelled, and will be recorded in Hebei Province Provincial housing and urban-rural construction industry credit information system, and relevant responsible units and responsible persons will be published and exposed on the Internet or in the media.
