Revolving around the main goals and overall requirements of government work, this year we must focus on five aspects of work.

1. Highlight key tasks and lay a solid foundation for development

Do a good job in resettlement. Further open channels for appeals to ensure social stability in reservoir areas and resettlement areas.

The reconstruction task is basically completed. Before the end of September, 85% of the planned post-disaster recovery and reconstruction projects and investments had been completed. Priority will be given to promoting the reconstruction of urban and rural housing, schools, hospitals and other livelihood projects, ensuring that all affected farmers will move into permanent housing before the Spring Festival this year, urban housing reconstruction will be basically completed by the end of May, and all students in disaster-stricken areas will bid farewell to prefabricated school buildings when the spring semester begins. Improve infrastructure support capabilities and focus on promoting the restoration and reconstruction of transportation, water conservancy, energy, municipal and other infrastructure. Promote industrial recovery and upgrading, and do a good job in geological disaster prevention and ecological restoration. Strictly control project bidding, construction, project supervision, building material supply, project acceptance, etc. to ensure the quality and construction safety of reconstruction projects. Actively strive for funds, track intended donation funds, and attract private funds to participate in reconstruction. Strengthen the supervision of funds and materials to ensure safe and efficient use. Strengthen cooperation with aiding provinces and cities in the fields of industrial investment, park construction, business and trade, tourism cooperation, labor development and other fields.

Strongly promote hub construction. Focus on building transportation hubs. Ensure the completion of Mingqiong Expressway, accelerate the construction progress of Yaxi and Yale Expressways, strive to start the construction of Chengdu-Kangshan Railway and Yakang Expressway, and seize the early stage of Yale, Ya'an-Ganluo, Yameizizui and other railway projects and Yamama Expressway work and strive to be included in national and provincial road network plans. Comprehensively complete the "two roads and one bridge" project, ensure that the post-disaster reconstruction project of national and provincial arterial roads is fully completed by the end of September, accelerate the renovation project of three national and provincial arterial roads, speed up the preliminary work of the disconnected road planning project, and build 500 kilometers of rural roads . Comprehensively build a power hub. Implement policies and measures, activate private investment, and promote structural adjustment focusing on advantageous industries. Strengthen safeguard measures. We will do a good job in the work of rural areas and farmers. We will increase efforts to coordinate urban and rural areas, adhere to the principle that industry feeds back agriculture, and cities drive rural areas, so as to lay a solid foundation for sustainable agricultural development, stable income growth for farmers, and rural prosperity. Vigorously develop characteristic and beneficial agriculture. Ensure that grain output is stabilized at around 500,000 tons. Continue to expand key industries such as tea, forest bamboo, waterfowl, and woolly rabbits, and actively develop specialty industries such as pepper, kiwi fruit, and traditional Chinese medicinal materials. Vigorously develop farmers' cooperative organizations, strengthen Mengdingshan regional brand building, cultivate and expand leading enterprises with advantages, and promote intensive processing of agricultural products. We will vigorously promote the construction of new rural areas. With modern agriculture as industrial support, we will integrate projects and comprehensive supporting facilities to promote the overall construction of infrastructure, public services, villages and human settlements. Actively develop the exhibition industry and support the development of cultural creativity, industrial design, logistics and distribution, e-commerce and other industries.
