Chapter I General Provisions Article 1 In order to prevent and punish drug crimes, protect citizens' physical and mental health, and maintain social order, these Regulations are formulated in accordance with the Anti-drug Law of People's Republic of China (PRC) and other laws and administrative regulations, combined with the actual situation of this province. Article 2 These Regulations shall apply to activities such as anti-drug publicity and education, drug and precursor control, drug rehabilitation management and anti-drug work guarantee within the administrative area of this province. Article 3 Anti-drug work shall follow the principles of giving priority to prevention, comprehensive treatment, prohibition of seeds, trafficking and smoking.

Anti-drug work adheres to the principle of combining education with punishment, and implements the working mechanism of government leadership, departmental cooperation, public participation and social co-governance. Article 4 Drug control is the common responsibility of the whole society. State organs, social organizations, enterprises and institutions, other organizations and citizens shall perform their duties or obligations in drug control according to law. Article 5 People's governments at or above the county level shall strengthen their leadership over drug control work and incorporate drug control work into the national economic and social development plan; Incorporate drug control work into the assessment content of civilized creation and safe creation; Incorporate the funds for drug control work into the fiscal budget at the corresponding level and increase the funding guarantee. Article 6 The Drug Control Committee of the people's government at or above the county level shall be responsible for organizing, coordinating and guiding the drug control work within its administrative area.

The Narcotics Control Committee shall set up an office to be responsible for the daily work of the Narcotics Control Committee.

The Anti-drug Committee shall establish an evaluation and incentive mechanism for the anti-drug work of member units and report its work to the people's government at the same level regularly.

Member units of the Narcotics Control Committee shall carry out drug control work in accordance with their respective responsibilities and report their work to the Narcotics Control Committee at the same level. Seventh people's governments at or above the county level shall promote the establishment of drug control demonstration cities and improve the governance level of drug control work.

The people's governments at the provincial level shall carry out key drug control rectification in areas where the drug problem is serious or the drug control work is ineffective. Article 8 Our province implements the anti-drug big data project, and through the anti-drug big data platform, the level of informatization, science and technology and intelligence of anti-drug work is improved. Article 9 The public security organs shall, in light of the actual drug control work, strengthen regional cooperation, carry out the collection, use, exchange and judgment of drug control information and drug-related clues, and build a three-dimensional prevention and control system of joint investigation, joint defense and joint control. Article 10 People's governments at or above the county level shall establish a reward system for reporting drug crimes, publicize the reporting methods, and protect and reward informants according to law. Chapter II Anti-drug Publicity and Education Article 11 People's governments at all levels should strengthen various forms of anti-drug publicity and education, popularize drug prevention knowledge, and achieve full coverage of anti-drug publicity and education; Use the National Anti-drug Publicity Month and the International Anti-drug Day to focus on anti-drug publicity activities, innovate publicity methods and strengthen publicity effects.

The village (neighborhood) committee shall strengthen the publicity and education on drug control for the village (neighborhood) people and the floating population, and stipulate the contents of drug control in the village regulations and residents' conventions. Twelfth people's governments at or above the county level shall establish and improve the anti-drug publicity and drug prevention education system organized by the Anti-drug Committee, with the cooperation of member units and the extensive participation of all sectors of society.

The Anti-Drug Committee shall organize the compilation and production of books, audio-visual products and Internet publicity products on anti-drug knowledge.

Newspapers, radio, television, movies, internet and other media, as well as information service units such as instant messaging and mobile communications, should carry out normalized anti-drug publicity and education, and publish and broadcast anti-drug information and public service advertisements free of charge.

Administrative colleges and public officials training institutions should incorporate anti-drug publicity and education into the training content. Thirteenth state organs, social organizations, enterprises, institutions and other organizations shall carry out anti-drug publicity and education for their staff.

The anti-drug education base should take real cases as the content and carry out anti-drug warning education for the society.

Enterprises such as freight transport, passenger transport, mines, construction, etc., which bear great responsibility for public security and safety, should carry out targeted anti-drug publicity and education for their employees. Fourteenth public libraries, reading rooms and comprehensive cultural service centers should provide anti-drug knowledge reading materials and broadcast anti-drug knowledge content.

Operators and managers of airports, railway stations, docks, squares, parks, scenic spots, entertainment places, commercial service places and other public places, roads and public transport vehicles shall set up anti-drug warning signs, broadcast anti-drug public service advertisements and carry out various forms of anti-drug publicity and education according to actual conditions. Fifteenth education administrative departments of the people's governments at or above the county level shall implement the teaching plan of drug prevention education, incorporate the knowledge of drug control into the teaching content, and promote the establishment of a model school for drug control with no less than two hours per semester.

Schools should make use of Internet anti-drug education platform, campus network, radio, publicity column, anti-drug education garden and other carriers to carry out anti-drug publicity and education according to students' psychological characteristics and drug cognitive ability at different stages, support campus associations and volunteer teams to carry out anti-drug publicity and education, and combine anti-drug education with rule of law education, mental health education and public services.

If students and teaching staff are found to have drug-related crimes, the school should stop them in time and report to the local public security organ and the education administrative department.

Parents or other guardians of minors shall educate minors about the dangers of drugs and prevent them from taking or injecting drugs or engaging in other illegal and criminal activities related to drugs.
