National people's congress When voters directly elect deputies to the people's congresses at the county and township levels, voters shall, in accordance with the provisions of the Election Committee, receive votes with their identity cards or voter cards. Each constituency should set up polling stations, mobile ballot boxes or hold election meetings for elections. Voting is presided over by the Election Committee. When local people's congresses at or above the county level elect deputies to the people's congress at the next higher level, the presidium of the people's congress at the corresponding level shall preside over the election. Candidates for deputies shall not act as the host, scrutineer and teller of electoral districts and election meetings. The election of deputies to people's congresses at all levels shall be by secret ballot. There should be an office where votes are written in secret during the election. At the same time, when electing deputies to the people's congresses at the county and township levels, votes of different colors shall be printed and counted separately. The voting time for voters to directly elect deputies to the people's congresses at the county and township levels is generally 1 to 3 days. Under special circumstances, with the approval of the Election Committee, it may be appropriately extended, but it shall not exceed 5 days. Voters who go out during the election period may, with the consent of the Election Committee, entrust their relatives or other voters with the right to vote in writing. Each voter shall accept no more than 3 delegates and vote on his behalf according to the wishes of the client. If a voter is illiterate or unable to write a ballot due to illness or disability, he may entrust someone he trusts to write it. Because the voters live in scattered places, the transportation is inconvenient, or the voters are unable to go to the polling station or attend the election meeting due to illness or disability on business, the Election Committee may send staff to take mobile ballot boxes to the door to accept the vote. The voting of the mobile ballot box must be completed before the counting of votes in this constituency. When the local people's congresses at or above the county level elect deputies to the people's congresses at the next higher level, deputies who cannot attend the meeting for some reason, or deputies who are absent from voting during the election, may not entrust others to vote on their behalf.

Two months before the expiration of the term of office of the National People's Congress, the NPC Standing Committee must complete the election of deputies to the next National People's Congress. If the election cannot be held under special circumstances, it can be postponed and the term of office of the current National People's Congress can be extended with the approval of the NPC Standing Committee by more than two-thirds of all its members. The election of deputies to the next National People's Congress must be completed within one year after the end of the extraordinary situation.
