Article 1 In order to standardize the construction and management of urban road traffic safety facilities, give full play to the functions of urban road traffic safety facilities, and ensure the safe and smooth flow of urban road traffic, these Measures are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the construction and management of urban road traffic safety facilities within the administrative area of this Municipality. Article 3 The urban road traffic safety facilities mentioned in these Measures include traffic signs, marking lines, signal light facilities, isolation barriers, safety protection facilities, traffic flow detection facilities, traffic technical monitoring facilities and their ancillary facilities. Article 4 The construction and management of urban road traffic safety facilities shall follow the principles of unified planning, rational layout, scientific setting, safety and convenience, and division of responsibilities. Article 5 The traffic administrative department of the municipal and county public security organs shall be responsible for the management of urban road traffic safety facilities within the municipal districts and administrative regions.

Development and reform, finance, planning, construction, transportation and other management departments shall be responsible for the relevant work of urban road traffic safety facilities in accordance with their respective responsibilities. Article 6 All units and individuals shall take good care of urban road traffic safety facilities and have the right to stop and report acts that damage urban road traffic safety facilities. The compilation, joint examination and revision of urban traffic planning shall solicit the opinions of the traffic management department of the public security organ. Road construction units are responsible for the management and maintenance of urban road traffic safety facilities that have not been handed over. Article 15 Whoever, in violation of the provisions of these measures, destroys urban road traffic safety facilities or damages road traffic safety facilities due to traffic accidents shall compensate for the losses at the original replacement price, and the traffic administrative department of the public security organ shall, according to the provisions of the Road Traffic Safety Law of the People's Republic of China and other laws and regulations, punish them according to the circumstances. Sixteenth other acts in violation of the provisions of these measures shall be punished by the traffic administrative department of the public security organ in accordance with the provisions of the Road Traffic Safety Law of the People's Republic of China and other laws and regulations. Seventeenth city road traffic safety facilities management personnel who abuse their powers and neglect their duties shall be given administrative sanctions by their units or the competent department at a higher level; If a crime is constituted, criminal responsibility shall be investigated according to law.
