Municipal water companies and other departments are responsible for specific management work, and departments and units specified by the Municipal People's Government are responsible for other forms of water supply management. The municipal water resources commission, planning, housing management, public security, environmental protection, municipal administration, standard measurement, sanitation, epidemic prevention, water conservation and other departments coordinate the management of urban water supply according to their responsibilities. Article 5: Urban water supply follows the principles of planned water use and water conservation; giving priority to urban residents' domestic water use; and making overall arrangements for industrial water use and other water use. Article 6: It is the obligation of citizens to comply with water regulations and take good care of water supply facilities. Units and individuals have the power to stop, report and expose acts that pollute water sources, damage water supply facilities and use illegal water. Units and individuals that have made outstanding contributions in protecting water sources and maintaining water supply and distribution facilities will be commended by people's governments at all levels. Chapter 2 Water Supply Management Article 7 Under normal circumstances, water supply units should ensure that water quality and water pressure meet national standards and provide safe and uninterrupted water supply. Except for emergencies, users should be notified before water outage. Article 8 Users applying for water should submit a written application to the water supply unit and submit relevant information. The water supply unit determines the pipe diameter, pipe village, water meter diameter, etc. based on the professional planning and technical requirements of urban water supply. It goes through the relevant procedures with the municipal planning, construction, municipal administration, transportation, water conservation and other departments, and only supplies water after passing the inspection. The funds for new and expanded urban water supply projects can be financed through state investment, unit self-raising, bank loans or fund-raising. Article 9 Urban water supply pipelines are designed and constructed uniformly by water supply agencies. The drawings designed by professional departments must be reviewed by the water supply unit in conjunction with relevant departments before construction can begin. All engineering data of indoor pipelines constructed by users themselves or entrusted by users must be submitted to the water supply unit for archiving for future reference.
Residences with water supply should allow adjacent residents to take over water supply. Article 10: Water consumption by users must be measured by meters. The scope defined by the water supply unit is a household, and each household has one meter. Household water meters and water fees are not checked and collected. Newly built residences should install unit tables and household tables in accordance with regulations. Article 11 Users who change the nature of water use, change their name or stop using water must go through relevant procedures with the water supply unit. If it is urban construction and demolition, it shall be handled by the relocation unit. When using water again, follow Article 8 of these Measures. Chapter 3 Water Supply Facilities Management Article 12 Water plants, well pump rooms, transmission lines, storage tanks, pressurization stations, pipelines, gate valves, fire hydrants, exhaust valves, pressure gauges, and public water supply dedicated to urban water supply Stations and other facilities are maintained and managed by the water supply unit. No unit or individual may open or close, modify, dismantle, occupy or damage without authorization. Article 13: Users are responsible for the maintenance and management of indoor pipelines, and may also apply for paid assistance from the water supply unit. The specific demarcation is:
(1) Take the total water meter as the boundary. The water inlet pipe to the main water meter is an outdoor pipe. The total water meter (including the total water meter) is the indoor pipeline.
(2) Use walls as boundaries. If the main water meter is located in the courtyard or indoors, there are outdoor pipes outside the fence and indoor pipes inside the fence. Article 15: Public water stations are the daily water collection points for residents, and the water supply unit is responsible for maintenance. No buildings shall be built or garbage, debris, etc. shall be piled within 5 meters around the water station; laundry, vegetables, rinsing of dirt, and underground facilities shall not be moved at the public water station. Article 16 It is strictly prohibited to build buildings or structures unrelated to water supply within 3 meters of the prescribed red line on the urban water supply pipe network and its ancillary facilities, and it is prohibited to retrieve soil, fill soil, pile materials, plant trees, blasting and other other activities. Operations that endanger the safety of public water supply facilities.
Various buildings built on water supply pipelines and ancillary facilities should be demolished or renovated within a time limit. Article 17 When building buildings on both sides of water supply pipelines and laying other pipelines in parallel or vertical crosses, the provisions of water supply and drainage design specifications must be followed, and the safe use, maintenance and repair of water supply pipelines and ancillary facilities must not be hindered. When constructing and laying cement and asphalt pavements, it is necessary to make overall arrangements for the laying of underground water supply pipelines and the displacement and burial depth of the original pipelines to ensure normal operation and maintenance of the pipelines. Article 18 For any approved construction project, the status of the underground pipe network should be checked with the water supply unit. If it is indeed necessary to modify the pipelines and ancillary facilities, the construction unit shall bear the costs. Article 19 The design and construction of users’ outdoor pipelines and the installation of pipes, water meters, gate valves, various well chambers and other facilities must comply with urban water supply technical standards.
After the user’s outdoor pipeline is completed, the water supply administrative department shall work with relevant departments to conduct acceptance inspection and establish technical files. Projects that have not been inspected and failed to pass the acceptance inspection shall not be put into use.
