Chapter III Appraisal and Naming of Civilized Units

Sixteenth civilized units should conduct a self-examination and self-evaluation every six months. The offices of spiritual civilization construction at all levels should strengthen the organization and guidance of this work. At the same time, in the first year after naming, it is necessary to directly check or check once, and its inspection and self-inspection materials should be stored in management files to promote the consolidation and improvement of civilized units.

Seventeenth civilized units to change the name, change the affiliation, merger or decomposition, should be promptly reported to the management department for the record, after the merger and decomposition of the unit, renamed by the original naming authority.

Chapter V Rewards and Punishment of Civilized Units

Eighteenth civilized units reward:

1. Civilized units produced according to the standards and procedures stipulated in these Measures shall be awarded honorary plaques and certificates by the naming authority and publicly commended.

2, to obtain the county (city, district) level civilized units of cadres and workers to give appropriate incentives.

Units that have won the title of provincial civilized unit and provincial best civilized unit shall, in accordance with the Administrative Measures for the Construction of Civilized Units in Hubei Province (Efa [1999] No.9), pay cadres and workers a monthly standard salary (including post allowance, if any). Units that have won the title of municipal civilized unit will be given a one-time bonus to cadres and workers according to their economic situation and the standard salary of 70% per month. Two consecutive municipal civilized units, according to the standard of 70% of a month's standard salary, issued a one-time bonus to the principal responsible person of the party and government.

If a unit obtains the titles of multiple civilized units at the same time, it shall be awarded a bonus according to the reward standard of obtaining the title of high-level civilized unit, and shall not be awarded repeatedly.

The incentive funds for enterprises and institutions that implement enterprise management shall be charged from the enterprise cost (expense). Enterprises that implement the linkage between total wages and economic benefits are exempt from wage adjustment tax; Enterprises whose total wages are not linked to economic benefits shall be exempted from bonus tax. Party and government organs, people's organizations and non-enterprise management institutions shall spend from the surplus funds in their administrative budgets.

Counties (cities, districts) may formulate incentives for civilized units at the corresponding level with reference to the above incentives, but they shall not exceed the incentive standards for municipal civilized units.
