Regulations of Yunnan Province on the Administration of Yuxi City

chapter I general provisions article 1 in order to build a modern livable eco-city, improve urban service functions, strengthen urban management, and promote comprehensive, coordinated and sustainable economic and social development, these regulations are formulated in accordance with the law of the people's Republic of China on urban and rural planning, the regulations of the State Council on the administration of city appearance and environmental sanitation and other laws and regulations, and in combination with the actual situation of Yuxi city. Article 2 Units and individuals within the urban planning area of Yuxi City shall abide by these Regulations.

the urban planning area of Yuxi mentioned in these regulations refers to the urban built-up area of Hongta District of Yuxi City and the area that needs planning control due to urban construction and development. Article 3 Urban management should establish the concept of serving the people, advocate and encourage public participation, adhere to the principles of people-oriented, scientific planning, comprehensive management and social supervision, and create a safe and comfortable environment for the people to work and live conveniently. Article 4 The municipal and district people's governments shall strengthen their leadership in urban management, incorporate urban construction into the national economic and social development plan, and improve the level of urban management and service. Chapter II Planning and Construction Article 8 After being approved, the overall urban planning shall be announced to the public and shall not be changed without authorization. If it is really necessary to modify it, it shall be carried out in accordance with legal procedures. Regulatory planning and special planning shall conform to the overall urban planning. When preparing special plans, the opinions of urban and rural planning and relevant administrative departments shall be sought. Article 9 The municipal and district people's governments shall, in accordance with the requirements of the special plan for urban construction, build urban roads, green spaces, parking lots, bus stops, taxi stops, public toilets and other municipal public facilities, and set up standardized signs and signs.

newly-built, rebuilt and expanded construction projects shall be equipped with parking lots and parking spaces according to the planning requirements. Article 12 The construction site of a construction project shall be safe, tidy and standardized, and shall comply with the following provisions:

(3) Take measures such as covering, curing, greening or blocking to prevent dust and dust on the exposed site and the earthwork and bulk materials piled in a centralized way;

(3) The total amount of concrete used in construction projects is less than 1 cubic meters.

The on-site mixing concrete shall conform to the relevant national standards and requirements, and measures such as dust prevention, noise reduction and floor cleaning shall be taken. Chapter III City Appearance and Environmental Sanitation Article 14 No sunshade awning shall be set up in violation of regulations when building, rebuilding or expanding buildings. Doors and windows need to be equipped with safety facilities, which should be set in a built-in way.

Article 16 units and operators in urban built-up areas shall perform the following obligations according to the health responsibility areas divided by urban management departments:

(1) keep the city clean and tidy, and there shall be no acts such as setting up stalls, setting up, pasting, scribbling, depicting, hanging and stacking;

(2) keep the environment clean and tidy, and there is no exposed garbage, feces, sewage, stains, mosquito and fly breeding grounds, etc.;

(3) set up environmental sanitation facilities in accordance with regulations and keep them clean and in good condition;

(4) other obligations stipulated by laws and regulations.
