Four years ago, Ningling County actually had 803,734.4 acres of cultivated land and 692,023.5 acres of basic farmland. In the past four years, the county has launched more than 100 new enterprise projects of various types. The economy is developing rapidly and the demand for land is strong. Because they figured out the correct ideas of "strengthening awareness", "building mechanisms", "adjust relations" and "focusing on coordination and management", while ensuring the effective supply of construction land, the basic farmland protection area did not decrease, but the cultivated land area increased by 2240.2 mu.

1. Strong "awareness"

Ningling County is a national-level poverty-stricken county located in the west of the Eastern Henan Plain. It has jurisdiction over 14 townships (towns), 366 administrative villages, 1,052 natural villages, 2,769 villager groups, more than 600,000 people, and per capita cultivated land of 1.33 acres, which is lower than the provincial and national averages. The county's land and resources conditions include low per capita occupancy, few reserve resources, and many medium- and low-yielding fields.

With the acceleration of industrialization, urbanization, agricultural modernization and population growth, the pressure on cultivated land protection is gradually increasing. County leaders and land and resources management departments realize that the scarcity of land resources is inversely proportional to the increase in awareness of farmland protection. In order to continuously strengthen the awareness of cultivated land protection among the cadres and the masses, they started with publicity and education, from initially posting slogans and hanging banners to setting up consultation service desks and distributing promotional materials; from simply holding meetings for training and television speeches to dispatching propaganda Vehicles and organized literary and artistic propaganda teams; from the annual "4·22" World Earth Day and "6·25" National Land Day to continuous publicity; from education only for urban and rural residents to knowledge of land laws Enter the classroom, carry out prize-winning essay collection activities among primary and secondary school students, and include land and resources knowledge as an important training content in county and township party schools, etc., constantly innovate publicity methods, increase publicity efforts, expand the scope of publicity, improve the level of publicity, and make land and resources National conditions, national policies, and national legal education have gradually become deeply rooted in the hearts of the people.

2. Establishing a "mechanism"

The management of land resources, including the protection of cultivated land, is the common responsibility of governments at all levels and the whole society. It depends solely on the work of the land department. You can't manage it alone and you can't manage it well. In order to establish a unified responsibility system for the protection of cultivated land and change the passive situation of one company managing land and multiple land users, the county party committee and county government have studied and established a system with the county magistrate as the team leader, and relevant units such as the Land, Urban Construction, Agriculture, Forestry and Water, Public Security Bureau and Law Department are responsible The leading group for the protection of cultivated land, in which people participated, instructed the land and resources management department to work closely with each township (town) to delineate 1,935 pieces of basic farmland in the county, draw 15 basic farmland protection layout maps, and set up 138 basic farmland protection signs. The basic farmland data ledger has been improved to ensure that the basic farmland protection map, ledger and land parcels are consistent. On this basis, a basic farmland protection network system at the four levels of county, township, village and household was built. At the beginning of each year, administrative "top leaders" sign target responsibility letters at all levels to implement the protection responsibilities of all basic farmland to the head of the field, and implement a responsibility investigation system.

The role and power of the mechanism lies in implementation. The county government has included the farmland protection work of each township (town) in the annual comprehensive goals, researched and formulated the "Cultivated Land Protection Responsibility Target Assessment and Scoring Methods", and requires the county Land and Resources Bureau to work with the agriculture, finance, statistics and other departments to conduct annual assessments of each township. A spot check will be conducted on the implementation of the (town) responsibility objectives to encourage the advanced and spur the backward. In July last year, the first inspection and acceptance was conducted, and the three townships (towns) of Luogang, Yangyi and Zhanggong were rated as advanced units in cultivated land protection, and each received a fund of 15,000 yuan.

The establishment and implementation of the farmland protection mechanism has effectively protected the safety of farmland. The county has stopped 317 cases of various land violations and reduced land losses by more than 1,500 acres.

In 2006, the Luogang town government secured a pesticide production project after contacting many parties. Investors were interested in a piece of cultivated land near the county forest farm within its jurisdiction. Some people advocate signing a use contract in the form of leasing. Ma Chao, secretary of the town party committee, believes that this is illegal land use, circumventing the land approval process and violating the land use control system, thus nipping the problem in the bud.

3. Adjust the "relationship"

Protecting cultivated land means preserving the area and quality. To ensure development, land must be provided. How to coordinate the relationship between the two to protect cultivated land and ensure development? This has severely tested the governance capabilities of Ningling County decision-makers and leaders of the County Land and Resources Bureau. After arduous exploration, they summed up the sixteen-character experience of "highlighting the theme, emphasizing both blockage and dredging, tapping the potential of the connotation, and saving land" in practice, and solved this problem better.

To highlight the theme, we need to issue documents, strengthen measures, implement the strictest farmland protection system, and resolutely implement the "three haves, three nos, and one supplementary demarcation", that is, there will never be idle land, wasteland, or poor quality land. If good land is occupied, and cultivated land must be occupied by national key construction projects such as railways and highways, it must be occupied as little as possible, and the same amount and quality of reserve land must be allocated in a timely manner. Operating according to the method of simultaneous blocking and dredging, in the past four years, they have replaced more than 3,500 acres of cultivated land, making the red line of cultivated land protection impregnable.

The connotation of tapping potential is, first, "vacating the cage and changing the bird", grafting and transformation, making full use of the factory sites and facilities of closed enterprises, and allowing dead factories to blossom and bear fruit. In 2004, Ningling County had 560 million yuan in investment funds and was in urgent need of launching a number of new projects. At that time, the State Council's emergency notice clearly stated "three pauses." In order to solve the "bottleneck" restriction of industrial land, the County Land and Resources Bureau conducted an investigation and found that there are more than 20 abandoned industrial and mining lands in the county, with an idle area of ??more than 2,000 acres. They intervened in advance and coordinated vertically and horizontally to lead new projects to settle at the old factory site, which not only reduced cost investment but also saved land resources. The second is to carry out in-depth special management of clay brick and tile kiln factories. There are 53 brick and tile kilns in the county, and more than 1,000 acres of cultivated land are destroyed every year. They are called "land-eating tigers" by the masses. Since 2006, in accordance with the instructions of superior leaders on closing the solid clay brick kiln factory, through fruitful work, all of them have been demolished and 1,500 acres of cultivated land have been reclaimed.

Land conservation mainly involves the renovation of “hollow villages” and the re-cultivation of “threshing fields”. For thousands of years, people have lived in single-door houses and scattered clusters, living on each field, building according to the situation, and constantly expanding outward, forming "hollow villages" one after another. Survey data shows that the county's rural residential areas cover an area of ??196,348.5 acres, with an average household area of ??1.34 acres and an average per capita area of ??0.335 acres. Through renovation, each household can free up 1 mu of residential land, and the county has saved more than 100,000 mu of cultivated land. At present, they are taking the three old models of Li Qizhuang Village in suburban township, Huju village in Liulou township and Yuanzhuang village in Liuhe town as examples, and are fully rolling out in 14 townships (towns) in a step-by-step and follow-up approach. As for the threshing floor, it was a product of the early implementation of the agricultural production responsibility system. At that time, in order to facilitate harvesting and drying grain, farmers left patches of open space beside villages, roadsides, and fields, ranging from two to three minutes to an acre, for temporary use, but they remained idle for many years. They made unified arrangements based on the principle of "whoever reclaims land will cultivate it" and implemented it separately, adding more than 20,000 acres of cultivated land.

4. Grasping “co-management”

Grasping “co-management” means to conscientiously do a good job in land co-management so that they can effectively perform their duties and give full play to their role in the protection of cultivated land. . "Land Coordinator" is a "brand" created by Ningling County Land and Resources Bureau in work practice and has been promoted nationwide.

They hired 498 land coordinators from active village branch secretaries or village committee directors, with 1 to 2 people in each administrative village, to assist the Land Office in cultivating land protection work. These people are distributed in 366 administrative villages in the county and are active on 798 square kilometers of land every day. They have become the "clairvoyance" and "early ears" of cultivated land protection. They stop anyone who destroys cultivated land when they see it. When encountering land violations, they cooperate with the land authorities. Investigation and punishment were carried out, thereby changing the phenomenon that those who manage the land do not cultivate the land, and those who cultivate the land do not care about the land.

In order to mobilize the enthusiasm of the majority of coordinators to protect farmland, the bureau implemented a fixed number of personnel, fixed positions and fixed responsibilities, and established a system of learning, reporting, assessment, evaluation, and rewards and punishments.

Coordinators are commended once a year. For the first time, 40 people were awarded, for the second time, 80 people were awarded, and for the latest time, 100 people were awarded. Each person was awarded a certificate of honor and a cash reward of 500 yuan, which greatly stimulated their consciousness of starting a business. People compare their contributions. There are 30 acres of fertile land in the north of Gouxiang Village, Chenglou Township, which is famous as good land that "cannot be exchanged for gold". In 2003, someone started planting poplar trees in the contracted land, which caused many conflicts. As a result, all 16 households planted trees there. A year later, Chen Yuqin (village branch secretary), who took office as the land coordinator, felt very unhappy when he saw that the good farmland had been used for a different purpose. He held a special meeting and worked from house to house, mobilizing household heads to sell what they could and transplant what they could.
