Measures for the administration of the use of foreign aid signs

Chapter I General Provisions Article 1 These Measures are formulated to standardize the use of foreign aid signs (hereinafter referred to as foreign aid signs) and strengthen the management of foreign aid signs. Article 2 The symbol of foreign aid is the symbol of foreign aid of the people of China and the government of China. Article 3 The term "users of foreign aid signs" as mentioned in these Measures refers to citizens, legal persons and other organizations that use foreign aid funds of the China Municipal Government to undertake foreign aid projects, and citizens, legal persons and other organizations that can use foreign aid signs with consent. Article 4 The China Agency for International Development Cooperation (hereinafter referred to as the Agency for International Cooperation) is responsible for managing and supervising the use of foreign aid signs.

The foreign aid executive departments shall be responsible for organizing the use of foreign aid signs in accordance with their respective responsibilities and the provisions of these Measures.

The embassies and consulates abroad assist in handling matters related to foreign aid signs and supervise and inspect the use of foreign aid signs. Article 5 Foreign aid signs may be used in combination with National Flag of the People's Republic of China patterns as required. The printing and use of the national flag pattern shall comply with the National Flag Law of People's Republic of China (PRC). Chapter II Scope of Use of Foreign Aid Signs Article 6 Under the following circumstances, users of foreign aid signs shall use foreign aid signs:

(a) the main buildings, large-scale machinery and equipment, the opening and completion ceremony, the resident of the project team and the project site of the complete foreign aid project;

Materials provided by foreign aid material projects and their packaging;

(3) Resident of foreign technical assistance project team;

(4) Activities related to foreign aid, cooperation in human resources development, voluntary service and other projects;

Medical equipment and medical activities of foreign aid medical teams;

Project cooperation agreement using South-South cooperation assistance fund;

(seven) the use of preferential loans for foreign aid projects as stipulated in intergovernmental agreements;

(eight) documents and materials related to foreign aid projects, work clothes, accessories and means of transportation for foreign aid personnel;

(9) Foreign aid activities organized with the consent of the Agency for International Development Cooperation;

(ten) foreign aid publications or other printed and audio-visual products printed or published with the consent of international development cooperation agencies;

(eleven) other circumstances in which the international development cooperation agency believes that foreign aid signs should be used.

Under special circumstances, if it is impossible to use the foreign aid logo in accordance with the first paragraph of this article, the foreign aid logo may not be used with the consent of the Agency for International Development Cooperation. Article 7 With the consent of the Agency for International Development Cooperation, citizens, legal persons or other organizations may use foreign aid signs in relevant foreign aid projects and activities. Article 8 Foreign aid signs shall not be used for purposes unrelated to foreign aid. Chapter III Manufacture and Installation of Foreign Aid Signs Article 9 The styles and manufacturing instructions of foreign aid signs shall be announced separately by the Agency for International Development Cooperation.

Foreign aid signs can be scaled up or down, but the pattern composition, font, graphic proportion and color style of foreign aid signs shall not be changed.

The background color of the media attached to foreign aid signs shall not affect the standard color style of foreign aid signs, and shall not overlap with other colors and patterns. Article 12 Except for Articles 10 and 11, in other cases where foreign aid signs should or can be used, the method of making and installing foreign aid signs shall be determined according to the specific conditions of the project. Article 13 The Agency for International Development Cooperation is responsible for the unified supervision of foreign aid badges with foreign aid signs for foreign aid personnel to wear when performing their duties. The agency for international development cooperation will separately announce the pattern of foreign aid badges. Chapter IV Administration of Foreign Aid Signs Article 14 The International Development Cooperation Agency shall specify the terms of use of foreign aid signs in the intergovernmental agreements signed with the recipient countries. The foreign aid executive department shall specify the specific matters, rights and obligations of using the foreign aid sign in the project implementation contract (agreement) signed with the foreign aid project implementer. Seventeenth complete sets of project management enterprises or general contracting enterprises shall, in the process of deepening design and detailed construction design, prepare foreign aid identify production and installation plan.

When deepening the self-examination or review of the detailed design of design and construction, the project management enterprise shall review the installation plan of foreign aid identify production together, and supervise the general contracting enterprise to organize the implementation accordingly.

The general contracting enterprise shall make and install foreign aid signs in accordance with the detailed design requirements of construction, and use foreign aid signs in accordance with the project implementation contract.

The completion acceptance unit shall include the production and installation of foreign aid signs in the scope of inspection.
