Since the announcement of the notice, people illegally staying in northern Myanmar should proactively return to the country before March 31, 2022, and check in before entering the country. Report to the public security authority at the place of residence within 7 days; their family members should cooperate in urging those illegally staying in northern Myanmar to return to the country as soon as possible or surrender. After entering the country, you must strictly abide by the relevant domestic epidemic prevention and control regulations to prevent the import of overseas epidemics. Those who voluntarily surrender and truthfully confess their illegal and criminal acts may be given a lighter or reduced punishment in accordance with the law; if the crime is minor, they may be exempted from punishment in accordance with the law. If you insist on going your own way and still refuse to return to the country or surrender after the expiration of the notice on March 31, 2022, coercive measures and the following disciplinary measures will be taken in accordance with the law:

1. Those illegally staying in northern Myanmar must understand the situation clearly , cherish the opportunity, surrender as soon as possible, and strive for leniency. The list of people who have overstayed their stay in northern Myanmar illegally will be publicly exposed, posted in densely populated urban and rural areas and public places, and continuously broadcast and released through the Internet, newspapers, television, radio and other media.

2. Persons staying illegally in northern Myanmar have made reports or exposed criminal acts of others, which have been verified to be true, and have provided important clues to solve other cases, or have actively assisted judicial authorities in capturing other fugitives and other meritorious services. If there is any serious meritorious service, the punishment may be reduced or exempted in accordance with the law.

3. If persons illegally staying in northern Myanmar do not take the initiative to enter the country and surrender, their illegal property will be frozen, sealed, seized, and recovered in accordance with the law.

4. Persons illegally staying in northern Myanmar who are involved in overseas telecommunications network violations or organized illegal cross-border property enforcement cases will be reported to the list of untrustworthy persons and restricted from taking transportation. Staying in hotels, credit card consumption, loan approval; suspend all bank cards, mobile phone cards and other businesses in accordance with laws and regulations, and are not allowed to open new bank cards or phone cards within five years (bank cards include personal bank cards, non-bank payment accounts such as WeChat and Alipay) Third-party payment platform account; phone cards include Telecom, China Mobile, China Unicom mobile phone cards, phone cards of virtual operators, and Internet of Things cards); if their immediate relatives and friends have financial transactions with them, the bank accounts of their immediate relatives and friends will be classified and controlled. , restrict or cancel relevant business qualifications.

5. For those who illegally stay in northern Myanmar and do not return after the expiration date, their children will in principle return to their place of residence to enter kindergarten. Immediate family members are strictly scrutinized during political examinations such as joining the Youth League, joining the Party, joining the army, and being admitted to civil servants.

6. If persons illegally staying in northern Myanmar do not take the initiative to enter the country and surrender, or their family members do not cooperate with party committee and government staff in persuading them to surrender or return, the immigration status of those illegally staying in northern Myanmar will be canceled or suspended in accordance with laws and regulations. Suspension of policy preferences, benefits, subsidies, etc. for their immediate family members.

7. No unit, organization or individual may provide hiding places, property or means of transportation for persons illegally staying in northern Myanmar, inform them, make false certificates to cover them, or provide other conveniences to help them escape. Once it is verified to be true, we will resolutely pursue legal responsibility in accordance with the law.
