Zeng Yande said that since the Party convened the 18th People's Congress, the development of my country's seed industry has made significant progress. At present, the supply of seeds is guaranteed, but there are still some problems. In order to promote higher-quality development and ensure that the Chinese bowl is mainly filled with Chinese grains, and the Chinese grains mainly use Chinese seeds, three things need to be done. The first thing is to lay a pragmatic foundation, and the second thing is to promote technology. In terms of innovation, the third thing is to cultivate entities, focusing on leading companies.

Liu Huanxin said that since the 18th National People’s Congress of our country was held, especially since the 13th Five-Year Plan, we have been deepening the supply-side structural reform of agriculture and continuously promoting the construction of modern agriculture in our country. In the future, we will speed up agricultural modernization, mainly accelerating the construction of three systems. In the Fifth Plenary Session of the 159th Central Committee of the Communist Party of China, we proposed to implement rural construction actions. To implement the rural revitalization strategy, my country must take the path of integrated urban and rural development. Liu Huanxin said that the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China proposed the need to build a new type of relationship between workers, farmers, urban and rural areas. We need to pay attention to the integrated development of urban and rural areas within counties. We need to make counties the focus of integrated urban-rural development. At the same time, we must promote the flow of urban and rural resource elements. Finally, we must promote the integration of industry and rural areas. We must leave jobs and value-added benefits to farmers.

Starting from 2021, areas that have been lifted out of poverty in my country will fully shift to rural revitalization. So how to achieve an organic connection between consolidating and expanding the results of poverty alleviation and the implementation of rural revitalization? Liu Huanxin said that we need to stick to a bottom line, which is to prevent large-scale return to poverty. We need to provide dynamic assistance and monitoring for households that are unstable and have been lifted out of poverty, as well as marginally poor households and households that are prone to poverty due to disasters and diseases. Zhao Changbao said that in the next step of the work of the Ministry of Agriculture and Rural Affairs, it will follow the decisions and arrangements of the Party Central Committee and the State Council, and will promote a new round of rural reform to provide stronger institutional support for comprehensively promoting rural revitalization.
