As the front-line headquarters for grass-roots units, the leadership organs of ship detachments, aviation divisions, and brigade- and regiment-level units must frequently conduct in-depth inspections and supervision at the grass-roots level, conduct on-site work, provide door-to-door services, and implement face-to-face leadership.
