In order to conscientiously implement the "Regulations on the Prevention and Control of Geological Disasters", test the effectiveness of the "Emergency Plan for Sudden Geological Disasters in Liaoyang City", improve the rapid response and decision-making capabilities of the responsible departments for geological disaster prevention and control and the majority of people affected by geological disasters Threaten the people's ability to prevent and avoid disasters, and improve the emergency rescue and relief system. It was decided to be held from 10:00 to 11:00 on June 26, 2013. 1. The purpose of the emergency plan drill

Through the emergency plan drill, we will further improve the emergency response and emergency rescue and disaster relief capabilities of governments at all levels and relevant departments in response to sudden geological disasters, and improve The general public's awareness of disaster prevention and avoidance enables the public to evacuate dangerous areas quickly, efficiently and orderly, minimizes the losses caused by geological disasters, and maintains the safety of people's lives and property.

2. Tasks of Emergency Plan Drills

Because landslide-prone areas are affected by triggering factors such as continuous rainfall and heavy rainfall, landslides are extremely easy to occur. In this emergency situation, the "Liaoyang City Sudden Geological Disaster Emergency Plan" was launched promptly. Under the unified leadership of the District People's Government and the District Land and Resources Bureau, relevant departments perform their respective duties and organize the rapid, orderly and safe evacuation of people in areas threatened by landslides in the shortest possible time, and take effective measures to prevent and reduce disasters. measure.

3. Principles of emergency plan drills

4. Emergency plan drill location and background

Location: Shidonggou residential area, Qianjin Village, Shuguang Town, Hongwei District.

Environment: This geological disaster site is located in a low mountainous landform. The upper residual slope is covered with sandy clay soil, and the lower part is Sinian Diaoyutai Formation quartzite. There are 3 sets of joints developed, and the average slope slope is 20 °～60°, the slope aspect is 180°, the original slope height is 40 meters, the vegetation is not developed, and 6 to 10 abrupt probe stones can be seen. The current stability of the slope is average, but the potential stability is poor. There is a risk of collapse. The main geological disaster triggering factors are rainfall and weathering, endangering the lives and property of 5 households and 20 people below the slope.

The landslide hazard point has a "Disaster Prevention and Rescue Plan" compiled, and the villagers hold a "Disaster Prevention and Risk Avoidance Understanding Card".

5. Estimated participants and vehicles

An estimated 207 people and 56 vehicles of various types.

VI. Drill content

(1) Before the drill, distribute hazard avoidance understanding cards to the people in the danger area, post slogans, posters, and set up warning signs and hazard avoidance route instructions. signs, safe place (danger point) signs, etc.

(2) Issue a risk avoidance signal (use a gong alert).

(3) Organize the masses to move to safe areas according to prescribed routes.

(4) The danger-avoidance safety zone must have "four things", that is, food, shelter, clothing, and medical protection.

(5) After moving the masses to a safe area, conduct an on-site training to the masses and distribute promotional materials.

(6) After the end, summarize and publicize.

7. Preparation for the drill
