My friend made a bet and ran naked if Germany lost. Will he be detained?

Article 44 of the "Public Security Administration Punishment Law" stipulates that anyone who intentionally exposes his body in a public place, if the circumstances are serious, shall be detained for not less than five days but not more than ten days.

Unless you are under fourteen years old or have the circumstances stipulated in Article 21: If the person who violates public security management has one of the following circumstances and should be punished with administrative detention in accordance with this law, the administrative detention punishment will not be implemented. :
