The relevant matters are hereby announced as follows:

1. From now on, all imported cold chain food entering Weifang must be reported truthfully through the "Shandong Cold Chain" 24 hours before arriving at the destination. Fill in relevant information. Imported cold chain foods with incomplete "Inspection and Quarantine Certificate for Entry Goods", "Cargo List", "Port Imported Cold Chain Food Disinfection Record Certificate" or "** City Imported Cold Chain Food Centralized Supervision Special Warehouse Departure Certificate" will be included in the centralized supervision Special warehouse management, warehousing reservations are made through "Shandong Cold Chain".

2. Imported cold chain foods stored in centralized supervision warehouses must comply with the "Technical Guidelines for Laboratory Testing of Novel Coronavirus Pneumonia" and the "Technical Guidelines for Prevention, Control and Disinfection of COVID-19 in Cold Chain Food Production and Operation Processes", etc. Relevant regulations require nucleic acid testing and preventive comprehensive disinfection. The costs of transportation, storage, nucleic acid testing, and preventive disinfection in centralized supervision warehouses shall be borne by the importer or purchaser.

3. After being included in the centralized supervision warehouse and passing the nucleic acid test and comprehensive disinfection, the special warehouse will issue a "Weifang City Imported Cold Chain Food Centralized Supervision Special Warehouse Exit Certificate" containing nucleic acid testing and disinfection information. 》. The owner of the goods should take delivery of the goods within the specified time limit according to the notice and with the warehouse exit certificate. Imported cold chain food must be "entered into the warehouse in batches and shipped out of the warehouse in batches."

4. If the nucleic acid test result of the imported cold chain food sampling is positive and confirmed by re-inspection, the corresponding batch of imported cold chain food and packaging shall be processed accordingly according to the epidemic prevention and control requirements.

5. Drivers are not allowed to come into contact with imported cold chain food during transportation and must take personal protection. Strictly implement the separation of people and goods. When vehicles enter and exit, drivers and vehicle personnel should obey the management of centralized supervision warehouses.

6. Food production, sales, catering services, transportation and cold storage units in the city that purchase, transport and store imported cold chain food must register to use the "Shandong Cold Chain" and must inspect and retain the "Cold Chain" "Chain Three Certificates" and "Shandong Cold Chain" electronic sales vouchers are stored in partitions. When a sales unit sells imported cold chain food, it should set up special counters and dedicated sales personnel, and publicize the traceability QR code of the batch of imported cold chain food in a prominent position corresponding to the cold chain food in the special counter. It is strictly prohibited to sell, purchase, transport and store imported cold chain food without the "Three Cold Chain Certificates" and electronic sales vouchers.

7. Food production, sales, catering services and cold storage management units must register all transportation vehicles and employees involved in imported cold chain food and implement closed-loop management. Information on transportation vehicles and personnel will be included in the imported cold chain Food goes hand in hand with full traceability.

8. Only those with complete "Three Cold Chain Certificates" and entered in "Shandong Cold Chain" can enter the market. Imported cold chain foods without the "three cold chain certificates" or with incomplete "three cold chain certificates" cannot enter Weifang for production, sale, and use.

9. Failure to report 24 hours in advance, failure to cooperate with centralized supervision, failure to enter the centralized supervision warehouse for inspection and disinfection, failure to use the "Shandong Cold Chain", failure to truthfully fill in information, and failure to ask for certificates and tickets , non-zoned storage, non-displayed sales behavior, and other behaviors that do not implement the province's cold chain food epidemic prevention and control measures, according to the Provincial Party Committee Headquarters' "About Issuance" About Strictly Establishing Centralized Supervision at the First Pass of Imported Cold Chain Food The "Notice" document on the "Work Plan for Carrying out Nucleic Acid Testing and Preventive Comprehensive Disinfection in Special Warehouses" stipulates that those who cause the spread of the epidemic will be held criminally responsible in accordance with the law.

From the date of implementation of this notice, imported cold chain foods that are already in the warehouse can only be sold after being fully disinfected and obtaining a cargo disinfection certificate and a nucleic acid test certificate.

The general public should enhance their awareness of self-prevention, refrain from buying or eating imported cold chain foods from unknown sources or without relevant certificates, and guard against the risks of online shopping of imported cold chain foods.

12. This notice will come into effect on December 7, 2020. If previous regulations on cold chain food epidemic prevention and control are inconsistent with the requirements of this notice, this notice shall prevail.
