I. Identification method

5 damage, destruction of rental housing, unauthorized renovation of housing and changes in the structure and supporting facilities, refused to restore the original state or improper use of heavy losses;

6. Engaging in illegal activities in public rental housing;

7. Changing the use of rented public rental housing;

8 being listed in the "credit blacklist" of the credit information system of the People's Bank of China or being listed as "untrustworthy executor" by the people's court;

9. Other circumstances stipulated by laws and regulations.

Policy change of intransitive verbs

(2) During the contract period, the insured monetized subsidized families will be dynamically audited according to the guarantee conditions stipulated in the Notice of Zhengzhou Municipal People's Government on Further Improving the Public Rental Housing Security System (Zheng [2016]10), and eligible families will continue to enjoy the monetized subsidy guarantee; When the contract expires, it needs to apply for re-examination according to the new policy, and eligible waiting period can enjoy monetary subsidy guarantee.

(III) Families who have obtained qualification certificates and their per capita monthly income is less than 6 times (inclusive) of the minimum living standard of this Municipality, who intend to enjoy monetized subsidies need to re-apply according to the new policy, and enjoy monetized subsidy protection during the waiting period that meets the requirements after examination, and wait for housing according to the original qualification certificate number (marked as "the original insured object").

(4) After examination, if the original property rights have not changed (the per capita housing area is less than 16 (inclusive) square meters) and other conditions still meet the new policy, the original low-rent housing will continue to retain the guarantee qualification (marked as "the original low-rent housing object"), and the original housing area should be calculated within the housing guarantee area standard.

(5) If the lease renewal qualification is required before February 3, 20201day, it shall be implemented according to the guarantee conditions stipulated in the Notice of Zhengzhou Municipal People's Government on Further Improving the Public Rental Housing Security System (Zheng [2016]10/0). Income is determined according to these rules, and vehicles and families that exceed the industrial and commercial standards cannot be compared.

(VI) After the expiration of the lease contract, the audited income exceeds the standard, but the payment of real estate and endowment insurance conforms to the new policy, and the security object that requires renewal of the lease temporarily retains the lease qualification (marked as "transition"), and the rent temporarily rises by 40% according to the standard of public rental housing, and the renewal time does not exceed 3 years.

(VII) Non-local urban household registration security objects whose security period has expired for 8 years, which require renewal of the lease and meet the security conditions after examination, shall temporarily retain the lease qualification (marked as "transition"), and the rent shall be temporarily increased by 40% according to the standard of public rental housing, and the renewal time shall not exceed 3 years.

(VIII) The security object who buys a house after physical distribution temporarily retains the lease qualification (marked as "transition"), and can renew the lease until the delivery date agreed in the commercial housing sales contract (the second-hand house is subject to the date issued by Zhengzhou Housing Transaction and Property Rights Confirmation Form), and then the renovation and moving time are postponed for six months, and the rent is temporarily increased by 40% according to the rental standard of public rental housing.

Seven, other provisions

(a) in the process of examination, supervision and management of the application for public rental housing security qualification, the housing security department and the entrusted relevant units can investigate and understand the applicant's household registration, population, housing, income, property and other relevant information, and consult and copy the applicant's relevant information.

(2) The applicant makes false promises, conceals or deceives, and provides false materials. When applying, it should be recorded in the credit management file of public rental housing, and it is not allowed to apply for public rental housing again within 5 years.

(III) The applicant who obtains monetary subsidies or shiwupeizu security by means of concealment, deception, false promises, etc. shall be ordered to refund the subsidies within a time limit or vacate the leased housing, and recorded in the credit management files of public rental housing. You may not apply for affordable housing again within five years from the date of returning subsidies or vacating housing.

(four) the housing security department staff abuse their powers, engage in malpractices for selfish ends, and disclose the information of the security object in the qualification examination, and shall be investigated for administrative responsibility according to law; Anyone suspected of constituting a crime shall be transferred to judicial organs for criminal responsibility according to law.

(five) the airport, counties (cities), Shang Jie District can be combined with local conditions to develop relevant public rental housing security qualification rules.

(6) These Rules shall come into force as of the date of 20211. Where the previous policies and regulations are inconsistent with these rules, these rules shall prevail.
