Implementation plan of closed fishing period system in inland waters of Beihai City in 2022

In order to protect fishery resources, promote the construction of ecological civilization in waters, and effectively implement the system of closed fishing period in inland waters in 2022 in our city, this plan is formulated with reference to the implementation plan of closed fishing period in inland waters in autonomous region 202 1 and in combination with the actual situation in Beihai.

First, the content of the fishing ban.

(1) Fishing season: 00:00+0 on March 65438 to 24: 00 on June 30, 2022.

(2) No fishing season: Beihai City governs all inland natural waters, Tongjiang lakes and reservoir areas.

(3) Fishing objects: all types of fishing except recreational fishing, recreational fishing (excluding boats, boats and other means of transportation). Fishing natural fishery resources due to aquaculture production or scientific research shall be approved by the fishery administrative department at or above the autonomous region in accordance with the provisions of the Fisheries Law of People's Republic of China (PRC).

Second, the management objectives

Strengthen organization and leadership, increase publicity, urge and guide the freshwater fishery management departments of cities and counties and Weizhou Island Management Committee (hereinafter referred to as the fishery department) to strengthen supervision and inspection, take the initiative to contact other functional departments, actively manage waters, docks, ports, berths and markets, ensure the smooth implementation of the closed fishing period system in inland waters, and basically realize "no fishing boats on the river, no fishing nets in the water and no river fish in the market"

Third, the implementation steps

(1) preparation stage (before March 1)

1. Organize leaders. The establishment of the city's inland river fishing leading group, responsible for the supervision and guidance of the city's inland river fishing.

The leading group has an office under the Animal Husbandry, Veterinary and Feed Department, and the director of the office is Fu, who is responsible for the daily work of the inland fishing ban system in our city. According to the deployment of the leading group, the specific implementation of the contact supervision and guidance of the fishery sector, as well as the collection, summary and reporting of relevant materials.

2. Make a plan. The fishery departments should improve their political stance, take the initiative to take the lead, formulate the implementation plan of local fishing ban in combination with the actual situation in the region and the epidemic prevention and control work in novel coronavirus, clarify the work objectives, work responsibilities, work requirements and safeguard measures, and compact the management responsibilities. Before February 28, the implementation plan will be submitted to the Municipal Bureau of Agriculture and Rural Affairs.

3. Publicity and release. By posting the announcement of fishing ban and using the official WeChat account platform, we urged all fishery departments to make full use of radio, television, newspapers, internet and SMS platforms according to local conditions, mobilized rural revitalization team members, science and technology commissioners and industrial instructors, and widely publicized the system of fishing ban in inland waters in combination with the current epidemic prevention and control work in novel coronavirus. In the propaganda work of banning fishing, all fishery departments should also pay attention to timely informing fishermen of the progress of the epidemic, popularizing health knowledge, letting fishermen know about the risks in novel coronavirus, educating them to develop healthy living habits such as wearing masks, washing hands frequently and eating cooked food, and guiding them to improve their self-protection ability. During the period of epidemic prevention and control, no dinners, door-to-door visits or group chats are allowed, so as to ensure the smooth implementation of the closed fishing system in inland waters and create a good social atmosphere for closed fishing in inland waters.

4. Improve the fishing ban files of fishing boats. All fishery departments should organize forces to go deep into the fishing areas along the Yangtze River to conduct a thorough investigation, find out the number and berthing points of fishing vessels prohibited from fishing, combine the rectification work of the special action of "inspection and rectification of water traffic and fishery safety production", and guide towns and villages to improve the registration management of fishing vessels in accordance with the Interim Measures for the Administration of Township Ships in Beihai City, and improve the archives of fishing vessels prohibited from fishing, so as to ensure the orderly development of fishing work and the effective supervision and management.
