1. Main practices
1. Focus on learning and publicity, and unify ideological understanding. On the morning of June 16, our bureau held a mobilization meeting for all cadres and employees of the bureau, secondary units, and 17 township civil affairs offices to supervise and inspect the performance of their duties, and conducted a comprehensive review of the supervision and inspection of the county’s civil affairs system. deployment and activation. 2. Grasp the implementation of responsibilities and implement the leadership responsibility system. In order to truly achieve the goal of promoting the development of civil affairs by supervising and inspecting work with due diligence, our bureau has established and implemented a responsibility system for team members to hold stock offices and bureau units. Units and township civil affairs offices coordinate to guarantee guarantees. Anyone who does not meet the conditions for the subsistence allowance will be cancelled, realizing the principle of "refunding all the benefits that should be paid". Eligible objects will be re-identified according to the procedures of personal application, family economic status survey, democratic evaluation, public announcement, review by the township people's government, and approval by the county civil affairs bureau, so as to achieve "protection for all those who need it" and more accurate protection. In addition to providing centralized provision of five-guarantee dilapidated houses for scattered residents through welfare homes, our county has integrated project funds such as "dangerous housing renovation, poverty alleviation and relocation, new rural construction, and restoration and reconstruction of houses destroyed by disasters" to build centralized resettlement in Taizi Village, Shuangtai Township. We will build 10 households with dilapidated houses with five guarantees; and build new centralized resettlement sites in Shuanghe Village, Baofeng Town, Heihu Village, Majiadu Town, and Luojia Village, Shuangtai Township, which can solve the problem of scattered housing with five guarantees and dilapidated houses for 120 households.
2. Find the main existing problems and analyze their causes

1. In terms of policy implementation: First, the management of urban and rural subsistence allowances is chaotic, and the problems of personal security, relationship security, group security and wrong security are more serious; Second, the people's livelihood assistance is not enough and the standards are low. The implementation of the five-guarantee policy in rural areas is not timely, and the scattered support for the five-guarantee, housing, medical and burial subsidies needs to be increased. Temporary relief efforts are not enough and timeliness needs to be improved. Assistance for special targets such as the mentally ill and disabled needs to be strengthened.
2. Convenient service to the masses and change of work style: First, the publicity of civil affairs policies and regulations is not enough, and the publicity coverage is narrow, especially the village groups and farmers are not well publicized. Second, the disclosure of village affairs in a few villages is not comprehensive and standardized, and the implementation of policies is not transparent. 1. Objective reasons:
Civil affairs work It has a strong policy, social and complex nature, and the various business tasks of civil affairs are not separated or integrated, and are relatively independent. With the deepening of reform and opening up and economic and social development, the business of civil affairs work has gradually expanded, and the task of serving the people has become more and more important. Some new problems and new contradictions that have emerged in the development of civil affairs have a certain objectivity, and their solutions must be objective. The difficulty is greater.

3. Efforts and rectification measures
In response to the outstanding problems, the bureau leadership will, on the basis of extensive solicitation of opinions and full discussion, combined with the actual situation of civil affairs work, use "sincere ", sincerity, true feelings" to make rectifications and effectively strengthen the performance of duties.
1. Develop practical rectification plans and make four clear decisions. The first is to clarify responsibilities.
