The poster said that the net post was exposed by the official Xiaosan, and its purpose was to bring the officials who betrayed themselves to justice.

The net post exposed a lot of short message conversations, and the phone number of the sender of the short message was also very clear. The poster said that the protagonist of the incident was Li Hualiang, the leader of Qingdao sifang district Municipal Government in charge of construction and development. Yang He (a pseudonym), the heroine of the incident, admitted that Li Hualiang's online post was sent by her friend, and bluntly posted that the purpose was to "let him compensate for the loss and be fair to himself".

At the beginning of 2009, Yang and Li, then the director of Qingdao sifang district Development and Construction Bureau, came together. Yang He revealed that Li used his position to "introduce earthwork for himself, help his real estate company to coordinate the area of civil air defense in violation of regulations, and reduce the cost by tens of millions of yuan".
