In order to help resolutely win the tough battle of epidemic prevention and control, implement the decision-making arrangements of the state, the provincial party committee and the provincial government, make overall plans for epidemic prevention and control and economic and social development, and support enterprises to resume work and production and tide over the difficulties, the relevant matters concerning reducing the cost of electricity, gas and water for enterprises are hereby notified as follows:

First, reduce the electricity cost of enterprises in stages.

The provincial electric power company should conscientiously implement the spirit of the Notice of the National Development and Reform Commission on reducing the electricity cost of enterprises in stages to support enterprises to return to work and resume production. From February/KLOC-0 to June 30, 2020, when the electricity fee of power users is reduced or exempted, it will be settled according to 95% of the electricity fee receivable; Users who participate in market transactions will temporarily reduce the fees and settle accounts on the basis of the catalogue electricity price standard, and will be settled uniformly after the market transaction contract is signed.

During the epidemic prevention and control period, a supportive two-part electricity price policy will be implemented. If power users apply for stopping transformers and reducing capacity, the basic electricity fee will be exempted according to the actual number of days. The implementation time will last until June 30, 2020.

If there is no production after February 1, the start date of suspension can be traced back to February 1. During the period from February 1 to February 20th, if the electricity consumption of 20 19 12 1 to February 12 3 1, it is considered as no production.

If power users need to keep some transformers for daily office, emergency and lighting, they should be advised to choose the method of collecting basic electricity charges on demand. During February 1 when the basic electricity fee collection method is selected to be changed, the basic electricity fee will be waived from February 19 12 1 to February 12 3 1, if the electricity consumption of electric meters does not exceed 5%.

Power users within the power supply range of incremental distribution network shall be implemented in accordance with the scope stipulated by the state and the price reduction requirements.

The main body of power transfer needs to transport all the reduced electricity charges of the power grid to the end users synchronously according to the amount of power transfer, and shall not intercept them.

Second, reduce the gas cost of enterprises in stages.

The National Development and Reform Commission's Notice on Decreasing Non-residential Gas Cost by Stages to Support Enterprises to Resume Work and Production requires that off-season gas prices be implemented in advance from February 22 to June 30, 2020. Local development and reform commissions, pipeline transportation enterprises and city gas enterprises should conscientiously implement them, carefully calculate the price reduction amount according to the actual settlement situation in the upstream, and reduce the sales price of non-residents in full and on time.

All localities should strictly control the gas distribution cost of city gas enterprises, and it is strictly forbidden to take the opportunity to raise the gas distribution price. Encourage upstream and pipeline transportation enterprises to give more favorable gas prices to agricultural enterprises such as chemical fertilizers. Natural gas pipeline enterprises in the province and city gas enterprises should actively communicate with upstream gas supply enterprises, and all the price cuts in the upstream link will benefit downstream users, and shall not be withheld or concealed. At the same time, do a good job of settlement with downstream users and settle accounts according to the actual gas supply situation.

In the implementation of this natural gas price reduction, all provinces, municipalities and counties directly under the central government should find out the gas consumption base, clarify the cost structure of local natural gas purchase, and report the gas price structure of local residents' gas consumption, government-guided gas consumption and liberalized gas consumption to our Committee at the end of May; Relevant information on the implementation of price reduction by pipeline transportation enterprises in the province, please submit it directly to our Committee before the end of May.

Third, reduce the water cost of industrial and commercial enterprises.

All provinces, municipalities and counties directly under the provincial government should conscientiously implement the requirements of this year's work report of the provincial government, sort out the space for reducing the electricity cost of water supply enterprises this time, focus on reducing the industrial and commercial water price, complete the price adjustment before the end of February, and retrospectively implement February 1 to June 30. If there is a plan to adjust the price of centralized water supply in cities and towns this year, it is necessary to reduce the price of water for non-residents as a whole.

All relevant departments at all levels should attach great importance to it, guide relevant enterprises to implement policies in light of the actual situation, find and solve specific problems in policy implementation in time, and ensure the smooth implementation of policies.

Complete conduction dividend

Local development and reform commissions should actively cooperate with market supervision departments to do a good job in price supervision and inspection, ensure that price reduction dividends are transmitted to end users on time and in full, and increase the sense of enterprise acquisition. The price violations such as failure to implement the national price reduction policy, illegal transfer of supply and price increase, and price increase by hitchhiking should be promptly handed over to the market supervision department for investigation.

Do a good job in policy propaganda

Local development and reform commissions, power grid enterprises and relevant gas enterprises in the province should take various forms, actively publicize policies to users, make clear the users corresponding to the price reduction range, properly trace the implementation time of policies, implement policies in place as soon as possible, enhance the confidence of society and enterprises, and earnestly safeguard the price order.
