When someone sends you a text message while your phone is off, they will try to page you first. If the paging fails and you can't be found, the short message will be stored in the short message center to remind you that you are still in the power-off state.

Only when your mobile phone reports power-on signaling, or answers a phone call, or switches between different paging areas, or successfully sends a new short message, the short message center will recognize that you have returned to the service area.

The base station of PHS is divided into different paging areas, and some PHS will not actively report the startup information when it is turned on, indicating that the network does not know that you are coming up. Or the report information is not sent to the SMS center.

After you receive the short message, the short message center will know that you are "back" and will automatically send the saved short messages one by one. The solution is to make a phone call. It doesn't matter if I can't get through, the text message will be sent down.
