3. At present, SP services mainly focus on e-mail, voice mail, electronic data exchange, online data processing and transaction processing, while online information base storage and retrieval, video conference service and other services still have great development potential. Although IVR is not specifically mentioned in the current regulations, with the development of IVR business, this regulation may be adjusted accordingly.

4. On April 20th, 2004, the Ministry of Information Industry clearly regulated the charging behavior of short message service, and made corresponding regulations for the opaque tariffs, the difficulty in unsubscribing and other situations where consumers have great opinions. This will play an important role in standardizing the sp market and promoting the healthy development of competition.
