Legal Analysis: In order to do a good job in the connection between the medical insurance for retired military personnel and the basic medical insurance system for urban workers, the measures for personal account transfer are hereby notified as follows: (1) When officers, civilian cadres and noncommissioned officers retire from active service, if the basic medical insurance system for urban workers has been implemented in the receiving and resettlement areas, the logistics and financial departments of their units shall fill in the personal account transfer certificate for retired military personnel's medical insurance and hand it over to them, and timely remit the funds from their personal accounts to the social insurance agencies in the receiving and resettlement areas. (II) The conscripts enlisted in cities and towns are discharged from active service, and if their work units are clear in the receiving and resettlement areas, the logistics and financial departments of their units shall fill out the Transfer Certificate of Medical Insurance for Retired Conscripts and hand it to them, and remit my ex-servicemen medical insurance money from the bank to the social insurance agencies in the receiving and resettlement areas in time. (3) After the servicemen are discharged from active service, they shall hand over the Personal Account Transfer Certificate of Retired Military Medical Insurance or the Personal Account Transfer Certificate of Retired Compulsory Medical Insurance to the receiving unit, and the receiving unit shall go through the settlement procedures of personal accounts of basic medical insurance for urban workers. (IV) The social insurance agency in the receiving resettlement area shall, within 20 days after receiving the transfer certificate provided by the receiving unit or individual ex-soldiers, establish (or renew) the individual account of basic medical insurance for urban workers in accordance with the relevant provisions on the management of basic medical insurance for urban workers. (5) If a soldier retires from active service and does not participate in the basic medical insurance for urban workers in accordance with the provisions of the state, the logistics and finance department of the unit where he works shall fill out the Payment Form for Retired Medical Insurance for Officers, Civilian Cadres and Non-commissioned Officers or the Payment Form for Retired Medical Insurance for Compulsory Soldiers, and distribute the funds in his personal account to individuals. (VI) For officers, civilian cadres and noncommissioned officers directly recruited from local areas who have participated in the basic medical insurance for urban workers before enlisting, the social insurance agency in the place where they enlisted shall provide the logistics financial department of the army where the enlisted person belongs with the transfer certificate of the personal account of the basic medical insurance, and remit the savings of the personal account of the basic medical insurance to the logistics financial department of the army where the enlisted person belongs through the bank. (7) The military logistics financial department shall, after receiving the transfer certificate of the personal accounts of the basic medical insurance for the officers, civilian cadres and noncommissioned officers directly recruited by the local authorities, establish a personal account of the medical insurance for retired military personnel within 15 days, and transfer the transferred personal account funds of the basic medical insurance to the Military Insurance Fund Management Center of the General Logistics Department of China People's Liberation Army step by step. (eight), conscripts to participate in the basic medical insurance for urban workers before enlistment, when enlisted by the local social insurance agencies to seal their personal accounts. After returning to the original enlistment area for employment, if the local social insurance agency unseals and resettles the personal account, the social insurance agency in the receiving resettlement area shall notify the social insurance agency in the original enlistment area to handle the personal account transfer procedures. If an officer is promoted or a civilian cadre is selected or a non-commissioned officer is selected, the logistics and finance department of the unit where he works shall notify the social insurance agency in the place where he joins the army to handle the transfer procedures of five personal accounts. (nine), the length of service of military personnel is regarded as the payment period of basic medical insurance for urban workers.

Legal basis: Article 2 of the Social Insurance Law of People's Republic of China (PRC) The state establishes social insurance systems such as basic old-age insurance, basic medical insurance, industrial injury insurance, unemployment insurance, maternity insurance, etc., to protect citizens' right to get material help from the state and society according to law in case of old age, illness, industrial injury, unemployment and maternity.
