How to protect personal information in modern society?

First, the Law on the Protection of Citizens' Personal Information should list the importance of citizens' personal information at the beginning, and clarify the relevant measures to ensure information security, so as to remind citizens to protect personal information. With the continuous improvement of communication means, the importance of personal information is becoming more and more important. In the rapidly developing information society, citizens' personal information is closely related to their personal and property interests. Usually, we think that some irrelevant information, if processed by corresponding technologies, such as big data analysis, can analyze "sensitive information" involving personal privacy and information security on the basis of some ordinary information, thus infringing on the legitimate rights and interests of the parties. Therefore, I suggest to emphasize the importance of citizens' personal information to individuals, others and the country at the beginning of the future Law on the Protection of Citizens' Personal Information, and at the same time clarify the relevant measures to ensure information security in modern society, so as to enhance citizens' awareness and ability to protect information.

Second, it is necessary to clarify the scope of citizens' personal information protected by law. I think it is necessary to consider from two aspects to clarify the scope of legal protection of citizens' personal information.

On the one hand, personal information that meets the actual needs of life and is protected by law should be defined according to different groups of people to prevent a one-size-fits-all phenomenon that does not meet the actual situation. For example, the scope of personal information that party and government officials need legal protection needs special provisions. Because party and government officials, as public servants of the people and the country, need to accept the supervision of the broad masses of the people, and need the broad masses of party and government officials to transfer part of their personal information rights, so that the people can better understand the specific situation of their own service providers, which is in line with the requirements of the mass line and more in line with the current anti-corruption situation.

On the other hand, the personal information of citizens who need legal protection is very complicated. Some personal information of citizens is directly related to the core interests of citizens such as personal dignity and personal privacy, and needs legal protection. However, some citizens' personal information, although not directly related to citizens' vital interests, can also constitute infringement of citizens after digital analysis. The degree of protection of such citizens' personal information does not need to be as strong as "personal sensitive privacy information", but it can generally be protected. Therefore, it needs to be classified by law, and then different protection efforts are stipulated according to different categories.
