Select some areas for pilot projects. For enterprises with good credit, relevant professional and technical capabilities and full guarantee, the scope of contracting business shall be relaxed within their qualification categories. At the same time, accelerate the construction of credit system, project guarantee, personal qualification and other related supporting systems, and strengthen supervision after the event. Strengthen the management of individual practice qualification, clarify the rights, obligations and responsibilities of registered practitioners, and increase the investigation of practice responsibility. Develop individual practice offices in an orderly manner and promote the establishment of an individual practice insurance system.

(VII) The main points of the work of the Ministry of Housing and Urban-Rural Development in 20 17 are further clarified: to study the cancellation of the qualification of construction services and revise the qualification standards.

For enterprises with good credit and full guarantee, we will carry out pilot projects to cancel the qualification restrictions on business scope.

(10) The Measures for the Administration of Engineering Consulting Industry (Draft for Comment) intends to cancel the qualification of engineering consulting.

In the draft for comments issued by the National Development and Reform Commission some time ago, it is proposed to cancel the qualification identification of engineering consulting units, and the qualification identification will be adjusted to social organizations to carry out self-discipline credit evaluation of engineering consulting units in the later period.

In June, the Ministry of Housing and Urban-Rural Development issued the "Special Qualification Standard for Construction General Contracting Enterprises" (draft for comments), canceling the requirements for enterprise registration personnel and other indicators.

In July, the Ministry of Housing and Urban-Rural Development issued the "Opinions on Promoting the Transformation, Upgrading, Innovation and Development of the Engineering Supervision Industry", proposing that the supervision qualification should be gradually separated from the registered number.

On July 17, the National Development and Reform Commission issued the Administrative Measures for Engineering Consulting Industry (Draft for Comment), which no longer mentioned the requirement that "engineering consulting enterprises need to obtain corresponding qualifications", or will take the lead in canceling the qualification identification of engineering consulting units.

Several pre-judgments on enterprise qualification management

Through the above policies of the State Council and the Ministry of Housing and Urban-Rural Development, we have some judgments on the future development trend of enterprise qualifications, for reference only!

First, the gradual simplification and weakening of the qualification standards of construction enterprises is an inevitable direction;

Second, will all qualifications be cancelled? I don't think it's possible to cancel it all!

3. What qualifications will be cancelled? It is considered that the qualifications with high degree of marketization, low risk of construction safety and quality, and not involving life and property safety will be cancelled! For example, the cancelled qualification of landscaping, the qualification of construction services being studied and the qualification of professional contracting will be the focus of cancellation;

4. What qualifications will not be cancelled? It is considered that the qualifications involving the national economy and people's livelihood, high safety and quality risks and great technical difficulties are unlikely to be cancelled in a short time, such as: various construction general contracting qualifications;

5. Will the trend of qualification reform not be cancelled? The Ministry of Housing and Urban-Rural Development clearly stated that this year, the qualification standards will be revised, the qualification assessment conditions will be simplified, and indicators such as corporate reputation and performance will be emphatically assessed. For enterprises with good credit and full guarantee, we will carry out pilot projects to cancel the qualification restrictions on business scope. The core of enterprise management is reputation and performance, which is the direction and trend guided by the qualification association.
