Is it illegal to send text messages in groups?

It is not illegal to promote SMS in groups. There are two requirements for legal SMS group sending:

Engaged in advertising business, should set up a specialized agency engaged in advertising business, equipped with the necessary personnel, with places and equipment suitable for advertising, and to the local administrative department for industry and commerce at or above the county level for advertising registration, offenders, the industrial and commercial departments shall be ordered to make corrections, confiscate the illegal income, and impose a fine. At the same time, the law stipulates that those who engage in value-added telecommunications services (short messages) shall obtain a business license for value-added telecommunications services. Legal basis: Article 42 of the Law of People's Republic of China (PRC) on Public Security Administration Punishment commits one of the following acts, and shall be detained for less than 5 days or fined for less than 500 yuan; If the circumstances are serious, he shall be detained for more than 5 days 10 days, and may also be fined up to 500 yuan:
