Article 1 These Provisions are formulated in accordance with the Meteorological Law of People's Republic of China (PRC) and the Regulations on the Prevention of Meteorological Disasters in Sichuan Province in order to standardize the release and dissemination of meteorological disaster warning signals, prevent and mitigate meteorological disasters, and ensure the safety of people's lives and property. Article 2 These Provisions shall apply to the release and dissemination of meteorological disaster warning signals and the implementation of corresponding defensive measures within the administrative area of Sichuan Province. Article 3 Meteorological disaster warning signals (hereinafter referred to as warning signals) are divided into drought, rainstorm, blizzard, hail, gale, lightning, high temperature, cold wave, frost, fog, sandstorm, haze, road icing, forest (grassland) fire weather warning, etc. 14.

Early warning signals are generally divided into four levels according to the degree of harm, urgency and development trend of meteorological disasters, which are divided into general, heavy, serious and particularly serious, and are represented by blue, yellow, orange and red icons in turn. Fourth competent meteorological departments at or above the county level shall be responsible for the supervision and management of the release, update, cancellation and dissemination of early warning signals within their respective administrative areas.

Radio and television, press and publication, communications and other departments at all levels shall, in accordance with their duties, cooperate with the competent meteorological departments to do a good job in the dissemination of early warning signals. Article 5 The local people's governments at all levels shall strengthen the infrastructure construction for broadcasting early warning signals, organize relevant departments to establish early warning and emergency mechanisms and systems for meteorological disasters, unblock the channels for issuing and disseminating early warning signals, and expand the coverage of early warning information. Article 6 Early warning signals shall be released to the public by the meteorological offices and stations affiliated to the competent meteorological departments at or above the county level (hereinafter referred to as meteorological offices and stations) according to their duties, and no other organization or individual may release them. Article 7 Meteorological offices and stations shall timely and accurately issue early warning signals, mark the early warning areas of meteorological disasters, and update or cancel the issued early warning signals according to weather changes.

The release of early warning signals or the update or cancellation of early warning signals shall be reported to the competent meteorological department at a higher level and the local people's government in a timely manner, and the relevant departments and media shall be notified.

The release of red warning signal must be approved by the competent meteorological department at a higher level. Eighth radio, television, communications, information networks and other media should establish a fast, stable and effective early warning signal transmission system with meteorological stations, and after receiving the early warning signal information provided by local meteorological stations, they should immediately and accurately spread it to the public. Radio and television are broadcasted in a rolling way, and the communication short message platform sends messages in groups. Article 9 The media shall use timely early warning signals directly provided by meteorological stations, and indicate the name and release time of the meteorological stations that issued the early warning signals. Shall not change or delete the contents of early warning signals, and shall not refuse to spread false and outdated early warning signals. Article 10 The media shall broadcast the names and icons of early warning signals specified in Sichuan Meteorological Disaster Early Warning Signals and Defense Guidelines. Ethnic minority areas should use the local spoken and written languages. Eleventh local people's governments at or above the county level and their relevant departments shall promptly notify the subordinate departments and their subordinate units after receiving the early warning signals issued by meteorological stations.

After receiving the early warning signal, the Township People's Government and the sub-district offices shall take measures to spread it widely to the public in this area.

Management units of schools, airports, ports, stations, highways, tourist attractions and other public places shall set up facilities or use effective facilities to spread early warning signals. Twelfth land resources, construction, agriculture, forestry, transportation, railways, water conservancy, education, health and other relevant departments and units. Should refer to the "Sichuan Meteorological Disaster Warning Signal and Prevention Guide", combined with the actual situation of the department and industry, formulate meteorological disaster prevention plans and organize their implementation to avoid or reduce the losses caused by meteorological disasters. Thirteenth early warning signals clearly indicate the areas that may be affected, and the local people's government and its relevant departments should carefully analyze the possible impact of the disaster and start the emergency plan in time.

In case of emergency, the people's government of the place where meteorological disasters occur shall issue an announcement and organize to take corresponding defensive measures; Local people's governments, grassroots self-governing organizations, enterprises, schools, etc. We should promptly mobilize and organize the transfer and evacuation of people who may be threatened by disasters. Fourteenth relevant departments of local people's governments at or above the county level shall protect the special transmission facilities for early warning signals according to law, and no organization or individual may move, occupy or damage them without authorization.

If the infrastructure of early warning signal broadcasting is damaged due to major disasters, the local people's government shall take emergency measures to repair it in time. Fifteenth competent meteorological departments at all levels and publicity and education departments should strengthen the publicity of popular science knowledge of meteorological disaster prevention, organize various forms of publicity and education activities, and enhance the public's understanding and application ability of early warning signals and defense guidelines. Sixteenth in violation of these regulations, any of the following acts shall be investigated for legal responsibility by the competent meteorological departments at or above the county level in accordance with the provisions of Articles 35 and 38 of the Meteorological Law of People's Republic of China (PRC) and Article 22 of the Regulations on the Prevention of Meteorological Disasters in Sichuan Province:

(a) illegal release and dissemination of early warning signals to the society;

(two) radio, television, communications, information networks and other media do not spread early warning signals in time;

(three) unauthorized movement, occupation, damage to the special communication facilities for early warning signals.
