"Notice on Issuing the "Key Supervision List of "Beyond Eight Hours" Activities of Party Members and Leading Cadres in Guangdong Province" (Guangdong Party Integrity Development 20162 No.)

The "Notice" pointed out that party members and leading cadres must focus on supervising twelve types of behavior "outside eight hours": first, making irresponsible remarks on the central government's policies and publicly making inappropriate remarks; second, organizing and participating in superstitious activities or cult organizations; third, organizing and using religious activities and clan forces to fight against the party and the government, hindering the implementation of decisions and arrangements of the party committee and government, or undermining the construction of the party's grassroots organizations; fourth, violating relevant regulations to organize and participate in spontaneously established fellows' associations, Alumni associations, comrade-in-arms associations, etc., weave "relationship networks" and form cliques to form "small circles"; the fifth is to use their authority or the influence of their positions to seek or accept improper benefits from others; the sixth is to participate in activities that may affect the fair execution of official duties Banquets or travel, fitness, entertainment and other activities; Seventh, taking advantage of the power or the influence of the position to organize weddings and funerals or taking the opportunity to make money; Eighth, using the power or the influence of the position to engage in antiques, calligraphy and painting, jewelry, jade, precious flowers and trees and other arts Collection and trading of goods and luxury goods, illegally engaging in profit-making activities or part-time work for remuneration; ninth, violating social order and good customs, exercising privileges and showing off one's power in public places; tenth, illegally playing golf, entering and leaving private clubs, or participating in other possible High-consumption activities that cause negative social impact; 11. Extravagant living, pursuit of pleasure, and pursuit of low-level interests, which seriously violate social ethics and family virtues; 12. Other violations of the relevant regulations on "outside eight hours" activities of party members and leading cadres, causing negative social effects influence behavior.

It is understood that the above-mentioned key supervision list is mainly based on the "Regulations on Disciplinary Punishment of the Communist Party of China" and other intra-party regulations and relevant pilot work experience, based on the principle of effectiveness and focusing on supervision. The social circle, life circle and leisure circle of party members and leading cadres highlight the distinctive "eight hours away" characteristics and matters that are likely to conflict with the interests and roles of leading cadres' powers and duties, covering the "five major disciplines" in addition to work discipline Requirements, strive to be accurate, achievable and effective, which will help strengthen the norms and guidance for the supervision of party members and leading cadres' "outside eight hours" activities in all units across the province.

The "Notice" states that party members and leading cadres at all levels in the province must carefully check the twelve key supervision lists, strictly demand themselves, and consciously regulate activities "beyond eight hours". Party committees (party groups), disciplinary inspection and supervision agencies, and organizational and personnel departments at all levels must strengthen supervision and inspection, promptly discover and seriously investigate and deal with relevant violations of regulations and disciplines. Recently, the Discipline Inspection Commissions of Zhuhai, Foshan, Zhanjiang and other municipalities investigated and punished Luo Shan, executive deputy director of Zhuhai Productivity Promotion Center, for illegally equipping and using public buses, Wu Jianhong, deputy director of Foshan Sanshui District Land, Urban Construction and Water Affairs Bureau, for illegally accepting banquets, and Xuwen County Xinliao Town for illegally accepting banquets. Hong Xiang, the director of Fengqiao Farm, illegally organized wedding events and took the opportunity to make money and other violations and disciplines "outside eight hours". The relevant responsible persons were severely punished and their disciplinary funds were confiscated.
