Provisions of Guiyang Municipality on Several Measures to Further Strengthen Compulsory Education for Children of Migrant Workers and Rural "Left-behind Children"

First, further strengthen the compulsory education for children of migrant workers.

(A) attaches great importance to the compulsory education of children of migrant workers.

Further strengthening the compulsory education for the children of migrant workers is the concrete embodiment of thoroughly implementing Scientific Outlook on Development, and it is the need to promote the construction of an ecological and civilized city, promote the transfer of rural surplus labor force, promote education equity and maintain social stability. Governments at all levels should further improve this work with a high sense of political responsibility.

(two) the children of migrant workers referred to in this opinion must meet the following three conditions:

1. My parents and I are both rural hukou.

2. Living in Yunyan District, Nanming District, xiaohe district, Jinyang New District (hereinafter referred to as the urban area) or other districts (cities, counties) where the government is located with the father, mother or other legal guardians, and the domicile does not have guardianship conditions.

3. Parents or other legal guardians have obtained IC card residence permit (temporary residence permit) in our city, and actually lived in our city before the end of August of the year of applying for admission 1 year or more. If it is not within the scope of the license, provide the residence certificate issued by the street office of the temporary residence.

(3) When the children of migrant workers enter public primary and secondary schools, they shall provide the originals and photocopies of the following materials:

1. Household registration book and ID card of parents or legal guardians.

2. IC card residence permit (temporary residence permit) issued by both parents or legal guardians in our city or residence certificate of 1 year or above issued by the street office of the temporary residence, real estate license or house lease certificate of 1 year or above.

3. Vaccination certificate and health care manual for school-age children.

4. Certificate of no guardianship conditions issued by the township (town) government where the household registration is located.

5. The family planning certificate handled locally or the marriage and childbearing certificate of the floating population handled in the street office of the temporary residence.

6. The labor contract signed between one parent or legal guardian and the employer or the business license handled by the industrial and commercial department.

(D) Give full play to the role of full-time public primary and secondary schools as the main channel of reception.

Children of migrant workers who need to study in our city should apply for admission to the district (city, county) Education Bureau of their actual residence with the above materials within the prescribed registration time. District (city, county) Education Bureau should adhere to the principles of openness, fairness and justice, and make overall arrangements for public primary and secondary schools to receive children of migrant workers. Full-time public primary and secondary schools should fully tap their potential, accept the children of migrant workers into school according to the scope designated by the administrative department of education, and shall not refuse to enroll the children of migrant workers within the designated scope for any reason. Children of migrant workers who fail to meet the enrollment requirements in public schools may be allocated places in the nearest schools according to the principle of admission nearby. In districts (cities, counties) where public schools do not meet the enrollment requirements, the local education bureau will help to contact or introduce them to private schools entrusted by the government to receive the children of migrant workers.

(five) the education expenses of children of migrant workers and local residents enjoy the same treatment.

Children of migrant workers who receive compulsory education in public schools are charged according to the relevant charging items and standards in the compulsory education stage. It is strictly forbidden to collect fees from the children of migrant workers enrolled in school according to the designated scope, and it is strictly forbidden to collect any fees when handling transfer procedures.

(six) to strengthen the management of migrant children's student status.

Generally, the deadline for transfer is the school year. Children of migrant workers who meet the requirements of this opinion and need to go to school in our city should apply to the district (city, county) Education Bureau of their actual residence 1 month in advance, and transfer in accordance with the regulations on student status management. The receiving school should register the basic information of the children of migrant workers and the contact information of their parents in detail. Education bureaus of all districts (cities, counties) should strengthen the management of student status, and at the same time strictly transfer in and out procedures to prevent students from dropping out of school.

(seven) adhere to the principle of "educating people" and safeguard the legitimate rights and interests of children of migrant workers in schools.

Education administrative departments and schools at all levels should improve teaching management methods according to the actual situation of migrant workers' children, and treat local students equally in terms of receiving education, appraising and rewarding, joining the team and joining the league, and extracurricular activities. It is necessary to strengthen contact with parents, understand their thoughts, study and life in time, help them overcome psychological barriers and adapt to the new learning environment as soon as possible. Schools should run schools for parents of migrant workers' children, increase training and publicity for parents, and improve the family education level of migrant workers.

(eight) increase support for private schools that mainly receive children of migrant workers.

For private schools that run schools according to law and have a certain scale and quality, we should increase public financial support to help them improve the conditions for running schools and improve the level of education and teaching. Private schools entrusted by the government to undertake compulsory education for the children of migrant workers give public subsidies to each student for improving school conditions, purchasing teaching equipment and facilities, training teachers, conducting physical examinations for students, and handling school liability insurance for students. In addition, through one-on-one pairing between public schools and private schools, the training of principals and teachers in private schools will be strengthened, and vice principals of teaching will be sent to private schools in the form of teaching support to help private schools improve their teaching management level.

(nine) to strengthen the management of private schools that receive the children of migrant workers.

Education administrative departments at all levels should regularly inspect and guide the running of schools, further standardize the running behavior and improve the quality of education and teaching. Schools shall not arbitrarily change the level of running schools and expand the class size of each class. Schools should purchase old-age insurance, medical insurance and unemployment insurance for teachers in accordance with relevant state policies and regulations. At the same time, the education administrative departments at all levels should, jointly with relevant functional departments, rectify private schools that have not been approved by the education administrative departments to receive children of migrant workers, and give timely approval to schools that basically meet the conditions for running schools; Schools that have not yet reached the basic conditions for running a school shall be ordered to make rectification within a time limit, and those that still fail to meet the basic conditions for running a school after rectification shall be banned according to law.

(ten) increase the intensity of new construction, renovation and expansion of public primary and secondary schools, and fundamentally solve the problem of children of migrant workers going to school.

It is necessary to recover the school buildings and classrooms rented by public schools in urban areas and other districts (cities, counties) where the government is located, and solve the problem of enrollment of children of migrant workers inside and outside the designated scope. Intensify the transformation of weak public schools in urban areas and other districts (cities, counties), build, reform (expand) public junior high schools and primary schools in the suburbs of central urban areas, strive to increase public degrees, and strive to solve the problem of schooling for children of migrant workers as soon as possible.

(eleven) actively create conditions for the children of migrant workers to attend high school.

Children of migrant workers (junior high school graduates) with compulsory education status in our city can take the senior high school entrance examination in our city, and can only apply for the school selection of provincial model ordinary high schools and other ordinary high schools in our city. Children of migrant workers who have graduated from junior high school or above or have equivalent education can attend secondary vocational schools in cities, districts (cities, counties) that are not subject to household registration restrictions and enjoy relevant national secondary vocational subsidy policies.

Second, do a good job in rural compulsory education for "left-behind children".

(A) attach great importance to rural "left-behind children" compulsory education.

Doing a good job in the education of "left-behind children" is the basic requirement for implementing the Compulsory Education Law of People's Republic of China (PRC). The proportion of rural population in our city is large, and there are many farmers working in cities. If the education problem of "left-behind children" is not solved well, it will affect the healthy growth and all-round development of a generation, and may also bring some social problems. Governments at all levels, education administrative departments and schools should take the rural "left-behind children" compulsory education as the focus of the rural "two basics" work and an important task to improve the development level of compulsory education from the perspective of comprehensively improving the national quality and promoting rural economic and social development, carefully study and deploy, and do this work well.

(two) actively promote the standardization of rural boarding schools.

According to * * * Guiyang Municipal Party Committee and Guiyang Municipal People's Government's Opinions on Implementing the Action Plan of "Learning and Teaching" in Guiyang (2008-20 12) and Guiyang Primary and Secondary School Layout Adjustment Plan, rural schools with small scale and poor efficiency will be merged in a planned way, and new or modified (expanded) according to development needs. By 20 12, junior high schools and central primary schools in the city have basically reached the required scale standards, so that more "left-behind children" have good boarding conditions.

(three) governments at all levels should give full play to the important role of primary and secondary schools and townships (towns) and villages in carrying out family education and run parent schools well.

It is necessary to strengthen the training of parents and guardians of "left-behind children", strive to explore effective ways and methods of family education for "left-behind children", actively publicize and popularize the scientific concepts and knowledge of family education to parents or guardians of "left-behind children" in rural areas, guide parents or guardians to understand the importance of family education, master the correct concepts and methods of family education, and improve the level of family education.

(D) Give full play to the positive role of schools in caring for "left-behind children"

1. Establish a registration system for "left-behind children". All primary and secondary schools should carefully investigate and register the "left-behind children" in school, establish special files for each "left-behind children", record the basic situation of students and the contact information of guardians in detail, and supplement and change relevant contents in time.

2. Establish a system of pairing assistance and guardian contact for "left-behind children". Rural primary and secondary schools should, according to the actual situation of "left-behind children", mobilize and organize school staff to pair up to carry out assistance activities for them, keep abreast of children's thoughts, study and life conditions and difficulties, and try their best to help solve them in time. Rural boarding schools should give priority to providing boarding for "left-behind children" with boarding needs. For the "left-behind children" who attend day school, teachers should make regular home visits, give timely feedback on the children's situation at school, and do a good job in children's ideological education together with other legal guardians, so that the "left-behind children" can get care and help in their study, life, mental health, emotional communication and thoughts.

3. Establish a "left-behind children" reporting system. "Left-behind children" should take corresponding rescue measures quickly in accordance with the law in case of emergencies during school, and immediately notify their legal guardians and parents who work outside the home, and report to the higher authorities in a timely manner according to regulations.

4. Improve and strengthen mental health education. In view of the moral deviation and psychological obstacles of some "left-behind children", schools should strengthen ideological and moral education, combine the education of "left-behind children" with the ideological and moral construction of minors, cultivate their good behavior habits and help them develop healthily and harmoniously; It is necessary to strengthen the guidance and training of students' daily behavior norms and offer moral education courses in combination with reality; It is necessary to carry out mental health education according to the law of physical and mental development of "left-behind children", relieve psychological pressure and guide them through the critical period of life development.

5. Change teaching methods, and strive to reduce students' schoolwork burden. We should pay attention to teaching students in accordance with their aptitude, stimulate students' interest in learning, cultivate students' personality, hobbies and specialties, and avoid "left-behind children" dropping out of school because they are tired of learning; We should try to infiltrate primary vocational education into local compulsory education courses and comprehensive practical activities, so that students can master 1-2 practical technology through study and training, and enhance their awareness of serving their hometown and their ability to participate in hometown construction.
