Xiamen citizens who knew nothing about Xiamen Haicang PX chemical project received a short message, which read: "Luxiang Group Joint Venture Company has started an investment (benzene) project in Haicang District. Once this toxic chemical substance is produced, it means that an atomic bomb has been dropped on the whole island of Xiamen, and Xiamen people will spend their future lives in leukemia and deformed children. We want to live, we want to be healthy! It is stipulated by international organizations that this kind of project should be developed at a place 100 km away from the city, and our Xiamen is only 16 km away from this project! For our future generations ... see the text message and send it to all friends in Xiamen! "

The same content is also widely spread on forums and blogs frequented by Xiamen people. The strange word PX soon became a hot topic in the streets. Some citizens are prepared to express their resistance to the PX project in Xiamen in various ways.

On May 28th, 2007, the director of Xiamen Environmental Protection Bureau answered questions about environmental protection of PX project in Xiamen Daily by answering reporters' questions. The next day, Dr. Lin Yingzong, the general manager of Longteng Aromatics (Xiamen) Co., Ltd., who is in charge of PX project, also published a long article in Xiamen Evening News in the form of answering a reporter's question, explaining some scientific problems of PX factory.

From June/KLOC-0 to June 2, 2007, "PX Storm" came unexpectedly. In order to resist the PX project's settlement in Haicang District of Xiamen, some Xiamen citizens collectively expressed their opposition in front of the Xiamen Municipal Government in the form of "walking". On June 7, 2007, Pan Yue, deputy director of the State Environmental Protection Administration, announced that the planning environmental assessment would be carried out in Xiamen, and the heavy chemical projects including PX project would be reconsidered according to the results of the planning environmental assessment. At this point, all kinds of rumors about the PX project in Xiamen have temporarily died down, and the public is full of expectations for the future.

The EIA report issued by the State Environmental Protection Administration on February 5, 2007 holds that the space in the south of Haicang, Xiamen is small and the regional spatial layout conflicts, so the planning of Xiamen in the south of Haicang should determine a primary development direction between "petrochemical industrial zone" and "city sub-center". The report also revealed that Luxiang Petrochemical (PX project investor), an existing petrochemical enterprise in Haicang, was put into production five years ago without environmental protection acceptance, and the pollution discharge has never reached the standard. On February 8, 2007, at 65438, Xiamen Net opened the voting platform of "Online Public Participation in EIA Report". On the 9th, the voting was suddenly suspended, and the voting platform on 10 was cancelled. At the end of the voting, the results showed that there were 55,000 votes against the construction of PX project and 3,000 votes in favor.

On June 5438+February 65438+March 2007, the office of Luxiang Longteng Group (PX project party) released the Open Letter of Luxiang Longteng Group to Xiamen citizens through the media. The letter said: 1 and PX (p-xylene) are low toxic, will not cause cancer and teratogenesis, and are not atomic bombs; 2. Haicang PX project adopts the world's advanced patented technology, with huge investment in environmental protection, safety, stability and reliability. 3. haicang PX project and residential area can be completely harmonious. It is also claimed that Luxiang Petrochemical has passed the environmental protection acceptance and the discharge has not exceeded the standard.

On June 5438+February 65438+February 3, 2007, Xiamen municipal government opened the most important link of public participation-citizen forum. Central-level media, including Xinhua News Agency, People's Daily and Guangming Daily, and local media are allowed to attend in Xiamen. The whole forum lasted for four hours.

The final result shows that among the 49 citizens' representatives present at the meeting, more than 40 people expressed their firm opposition to launching the PX project. Of the eight CPPCC members and NPC representatives who spoke later, only 1 supported the reconstruction project.

On June 5438+February 65438+April 2007, the second public forum continued. The second symposium was attended by 97 people including citizens' representatives, NPC representatives and CPPCC members, and 62 people spoke. During the discussion, all the speakers except about 10 expressed their support for the construction of the PX project. At the symposium, Yuan Dongxing, a professor of Xiamen University who had done independent environmental assessment in Haicang District, expressed his opposition to PX project with data and professional knowledge.
