Motorcycle riding is prohibited in Shenzhen. Why do people still ride it?

Legal basis: Regulations of Shenzhen Special Economic Zone on Road Traffic Safety Management

112th driving motorcycles, battery cars, electric bicycles and other non-motor vehicles in restricted or prohibited areas, sections and time periods, the traffic management department of the municipal public security organ shall detain the vehicle and impose a fine on 500 yuan.

Article 36, paragraph 2, whoever drives an electric bicycle that does not meet the national standards on the road shall be detained by the traffic management department of the municipal public security organ and fined 1000 yuan.

Paragraph 3 of Article 36 stipulates that anyone who drives an electric bicycle to carry people shall be detained by the traffic management department of the municipal public security organ and fined 2,000 yuan. Those who drive bicycles and other non-motor vehicles to carry people shall be punished in accordance with Article 9 of the Regulations of Shenzhen Special Economic Zone on Punishment of Road Traffic Safety Violations.
