China domestic Unicom users do not need any opening procedures, as long as they fill in the sending number in the format of 00+ country code+user number, they can send short messages to foreign mobile phones. For example, when a Unicom user sends an international short message to a mobile phone user in the United States, the American country code "00 1" should be added before receiving the number. Similarly, as long as foreign users fill in the international code of China 0086+ user number, they can send it to China Unicom.
