Because voting, election and villagers' autonomy belong to the category of grass-roots democratic politics, only when grass-roots democratic politics is well built can these channels not become a mere formality, and all classes and groups can fully express their opinions and demands through these forms. Only when the construction of democratic politics at the grass-roots level is done well can leading cadres at all levels in rural areas go deep into reality, the masses, understand their voices and make targeted decisions.
